State of Massachusetts Nutrition Financial Management Coordinator in Everett, Massachusetts

The Office for Food and Nutrition Programs (FNP) administers federal child nutrition and food distribution programs that contribute to the health and well-being of the Commonwealth's children, by supporting nutritious meal service in day care centers, family day care homes, adult day health programs, summer meals programs and schools. These United States Department of Agriculture (USDA) programs include the National School Lunch Program, School Breakfast Program, Child and Adult Care Food Program, Summer Food Service Program, Food Distribution, Emergency Food Assistance Program, Commodity Supplemental Food Program and various USDA grants. The Financial Management Coordinator works under the direction of the Director of FNP and oversees FNP’s Financial Management Section to ensure internal and external financial management activities are efficient, effective and compliant with state and federal laws, rules, regulations, policies, procedures, and standards. Additionally, the Financial Management Coordinator will oversee the School Food Authority (SFA) financial management monitoring process including the Resource Management Comprehensive Reviews and Procurement Reviews. Key Responsibilities: Manage the Office for Food and Nutrition Programs’ financial resources by overseeing the budgetary, procurement, financial reporting, audits, and payment activities performed by the FNP Financial Management Specialist and Analyst. Duties include approving spending plan allocations, contracts, ensuring payments are completed timely, certifying financial reports and forecasting spending and revenue needs. Manage the SFA Resource Management Comprehensive Review and Procurement Review process for onsite and offsite reviews. Duties include approving annual operational plans, collaborative discussions with Resource Management Program Reviewers and Child Nutrition Programs Compliance Monitoring Coordinator on process coordination and improvement. Conduct, in collaboration with section members, external training on financial management topics and provide ongoing technical assistance. Duties include creating new and improving existing in person and on demand/virtual trainings in coordination with the Nutrition Education and School Wellness Training Coordinator. Create and continuously update internal policies and procedures to ensure efficient and effective financial management service delivery. Collaborate with FNP supervisors and staff on inter-sectional work including claims for reimbursement process, fiscal action, and FNP contract work. Evaluate the nutrition software system for efficiency and determine appropriate enhancements to improve efficiency. Preferred Qualifications: • Knowledge of State and Federal Child Nutrition laws, rules and regulations. • Knowledge of program admission and compliance procedures. • Knowledge of general accepted financial procedures and federal, state and municipal finance laws and regulations. • Knowledge of the principles and practices of accounting and general statistical and technical report writing. • Ability to render, evaluate and advise on Child Nutrition Financial related services. • Ability to gather, analyze and evaluate data of moderate complexity, from a wide variety of sources and make appropriate recommendations. • Ability to design, implement and evaluate child nutrition financial programs and related computer technology. • Ability to plan and conduct effective training programs and conferences. • Ability to communicate effectively both orally and in writing. • Ability to establish and maintain effective and harmonious relationships with superiors, subordinates and peers, and with Federal, State and local officials concerned with Child Nutrition Programs. • Knowledge of the principles, practices and techniques of supervision. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results), of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree or higher in a related field may be substituted for three (3) years of the required (A) experience. IV.
