State of Massachusetts Procurement Assistant in Everett, Massachusetts

The Massachusetts Department of Elementary and Secondary Education’s Procurement Department, within the Administration and Finance Unit, seeks to hire a Procurement Assistant. This position works heavily on MMARS (the Massachusetts Management Accounting and Reporting System); and with the COMMBUYS website. Job Responsibilities: Review encumbrances and vendor information on MMARS (the Massachusetts Management Accounting and Reporting System) including CT’s PC’s and GAE’s; Field outstanding issues with units at the ESE, ensuring all records and files are complete, accurate and maintained on Sharepoint (cloud); Provide assistance with the Vendor files in MMARS (via Docusign) by communicating with vendors to complete required documentation to be added to the system; Provide assistance with COMMBUYS; Post contracts to the COMMBUYS website and CLM, and Work with agency departments on contract renewals by verifying information is accurate and complete; Serve as a team member on the Conference Space Departmental Master Agreement (MA) and other MA’s that may be needed; Confer with Procurement Director, Procurement Specialists, Department Personnel and others concerning Vendor updates in MMARS, Supplier Diversity HUB portal assistance, COMMBUYS verification, CLM awards; Oversee and monitor activities for completion according to established guidelines for procurements; Maintain electronic records per unit of activities and awards in Procurement Sharepoint site and Procurement files for units; Create and maintain spreadsheets of procurement activities per fiscal year; Perform other duties as requested. Preferred Qualifications: Knowledge of Procurement practices under 801 CMR 21.00; Previous State procurement experience; Previous MMARS, COMMBUYS, CLM and SDO HUB experience preferred; Strong organizational skills, be detail oriented with the ability to prioritize and respond quickly to rapid changes to meet changing program requirements; Proficient in Microsoft Word, Excel and PowerPoint including ability to create documents, templates, spreadsheets and presentations Effective communication skills, both written and verbal, in developing directions/instructions for bidders/vendors, state officials, and agency staff across all levels; Ability to understand and explain education laws, regulations, policies, procedures and guidelines, etc., governing agency activities, goals and objectives to grantees, state officials and the public; Ability to assemble items of information according to established procedures; Ability to determine the proper format and procedures for assembling items of information; Ability to exercise discretion in handling confidential information; Questions regarding this position or the application process should be directed to Dawn.E.DeRoche@mass.gov. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) two years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below. Substitutions: I. A Bachelor's or higher degree with a major in business administration, business management or public administration may be substituted for the required experience.* II.
