The development of the state’s first Registered Teacher Apprenticeship (RTA) Program is a key initiative within this educational vision. The RTA Program Coordinator position is located in the Center for Instructional Support’s Office of Educator Effectiveness, which works to create the conditions that support the preparation, development, and retention of a diverse and effective educator workforce so that all of our students thrive. The individual will also work closely with the Center for Strategic Initiatives (CSI), which coordinates and partners with stakeholders to identify, design, pilot, and elevate strategies that advance educational equity for Massachusetts students, particularly those who are traditionally or currently underserved. Other partner centers include the Office of Educator Licensure, the Office of College, Career & Technical Educations, and the Office of Early College and Career. This job is an ideal opportunity for an organized, detail-oriented, self-motivated individual who enjoys establishing new workforce development programs and project management. The successful candidate will be responsible for coordinating the design and roll-out of a new program in partnership with a diverse set of internal and external partners (including the Executive Office of Education’s Office of Labor & Workforce Development), coordinating related grants and contracts, balancing project management and individual contributions, problem-solving in novel situations, and excelling in a team environment. Program goals include the following:  • Establish and launch a formal registered teacher apprenticeship designation in partnership with the Massachusetts Executive Office of Labor and Workforce Development. • Increase the number of teachers in the pipeline through a job-embedded pathway to licensure at no cost to candidates.  • Create partnerships with teacher preparation providers and K12 schools and districts to support a combination job-embedded training and related instruction over multiple years. • Diversify the workforce. Key initial implementation tasks include: Summer/Fall 2024: o Research funding streams through preparation providers and school districts that can be created to support students entering the program with little to no cost o Oversee release of competitive grant application for K12/Educator Preparation Program (EPP) partnerships interested in implementing an apprenticeship model o Develop guidebook and related resources for each role in the apprenticeship model (e.g. registered apprentice, mentor, EPP, etc.) (seeTDOE-GYO-Playbook.pdf (tn.gov)) o Partner with MA districts and educator preparation providers to develop eligibility and readiness criteria o Lead selection of Cohort 1 K12 district/EPP partner sites o Lead procurement processes to identify and contract with professional development and technical assistance providers in support of program implementation and mentor training Winter/Spring 2025:  o In partnership with the Office of Licensure and other Office of Educator Effectiveness staff, solidify certification process for apprentices to achieve licensure. o Seek and apply for relevant state and federal grant funding in support of program implementation and scale o Secure vendor to develop professional development academies on culturally responsive mentorship and supporting apprentices for mentor teachers. o Launch Cohort 1 Pilot o Release competitive grant application for Cohort 2 and select K12 district/EPP partnerships. Job responsibilities: • Lead and complete all aspects of the development, and implementation of the MA Registered Teacher Apprenticeship Program as described above. • Oversee DESE activities to seek and apply for state and federal grant opportunities to support registered teacher apprenticeship implementation and scale • Consistently liaise with internal and external stakeholders to ensure coherence with DESE’s Educational Vision, strategic objectives, and other major related initiatives. • Supervise staff and contracted partners as assigned to support this initiative to ensure effective implementation. • Support the development of additional research-based educator recruitment initiatives and other efforts to diversify the educator workforce. • Collect, maintain and monitor implementation data for reporting purposes and engage in other monitoring activities. • Perform other duties as assigned. • Based on assignment, travel throughout the Commonwealth and to regional and/or national conferences may be required. Desired Knowledge, Skills, and Experience: Below are characteristics we will look for in the selection process. Knowledge of educator pipelines in general, in particular alternative pathways (e.g., apprenticeships and internships, residencies). 2. A demonstrated track record of strong project management, individual contribution to projects, and data-driven decision-making. 3. Experience with writing successful grant applications and/or securing funding from a variety of external sources (e.g., foundations, state and federal agencies). 4. Experience managing multiple programs and tasks and working independently in a complex work environment. 5. Ability to coordinate activities and interact with organizational and program leaders and other internal and external stakeholders in a culturally responsive, professional manner. 6. Experience providing information to multiple audiences, including developing and delivering high quality presentations and excellent oral and written communication skills. 7. Understanding of school and district financing and budgets. 8. Demonstrated experience leading and working in a way that has supported systemically marginalized communities/groups. Minimum Entrance Requirements: Applicants must have a Master’s degree and at least five years of full-time, or equivalent part-time, educational experience in a specific or related content area, educational program/or service; Based on assignment, candidates must possess at least one year of supervisory, program coordination or managerial experience; a Doctorate degree in a specific or related educational content area may be substituted for two years of the required experience; one year of education equals 30 semester hours; education towards a degree in a specific or related educational content area will be prorated on the basis of the proportion of the requirements actually completed.
