Air Force Materiel Command Facilities Maintenance Operations Specialist in Hanscom AFB, Massachusetts

The primary purpose of this position is to To serve as a Civil Engineer (CE) Operations Flight Workforce Manager. To provide customer interface and receive, review, and process all CE service requests associated with work performed in facilities base-wide within the appropriate IT system Responsibilities 1. Integrates and synchronizes Operations Flight work force for demand maintenance/customer service. 2. Integrates and synchronizes Operations Flight work force for preventive maintenance (PM). 3. Responsible for receiving, reviewing and processing all Civil Engineering work requirements and CE Enterprise IT data associated with operations management, warranty program management and investment planning. 4. Manages/Executes Facility Manager Program. 5. Supports the Unit Control Center (UCC) during exercise and real world situations. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes Directly evaluates calls received and/or service requests, interacts with Facility Managers and base customers to analyze and validate service request/requirements. Reviews requests to ensure validity, compliance with procedures, regulations, and capabilities of those performing the work, then classifies work requirements, determines routing and assigns work priority, and directs to appropriate personnel for execution or additional processing. Performs work closeout procedures and audits completed work data for capitalization opportunities, Sustainment Management System updates, compliance with Air Force Instructions (AFI's). Ensures accurate labor, material, and contracted service costs are captured in work tasks supporting Real Property annual operating cost collection and provides correct reimbursable customer charges for cost accounting invoicing. Provides management oversight to Operations Flight PM program. Conducts periodic review of shops work quality timeliness, and accuracy and address corrections through Sub-Activity Working Groups. Analyzes data and provides reports to the operations flight commander on key performance indicators (KPIs) with regards to productivity, service quality, work center workload, manpower balance, and skills mix to inform investment planning activities. OR EDUCATION: I have successfully completed master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have equivalent combinations of successfully completed post 1 full year of graduate level education or superior academic achievement and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge in asset management principles and practices as it applies to operations management and requirements and optimization activities; rules procedures, and operations applicable to real property management and financial management. 2. Knowledge of civil engineering work control, customer service, and operations/maintenance management procedures; knowledge of civil engineering work centers and type of work performed by each type of work center and associated computerized maintenance management and sustainment management systems, system capabilities, and economic usage to effectively accomplish assigned functions. 3. Knowledge of safety, security, and environmental standards, regulations and requirements and how to apply them. 4. Skill in preparing FM program reference material and training presentation, and tracking training currency for all assigned FMs. 5. Skill in collecting, organizing, analyzing, sorting, associating, and filtering data from one or more sources using spreadsheet, database, or other data manipulation tools (macros, formulas, pivots tables, charts) in order to portray trends, findings, visualizations and build effective presentations to support and drive decision making. ? 6. Ability to communicate effectively both orally and in writing to brief supervisor, committees, and other groups; gather information; and prepare analyses of problems and reports. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
