The Department of Transitional Assistance (DTA) is the state agency responsible for administering public assistance programs to low-income residents of the Commonwealth. DTA is committed to providing a high level of service to all those in need of our services. We serve one out of every eight people in Massachusetts – including working families, children, elders and people with disabilities. _POSITION OVERVIEW_

We are seeking qualified applicants for the position of Training Supervisor. The primary responsibilities include supervision of new staff during training and all Training Specialists as assigned, as well as, design and delivery of curriculum for effective learning solutions to satisfy learner needs at all staffing levels in order to reach Departmental goals. The duties will include, but are not limited to:

  • Develop, assess and implement structured learning solutions for new, promoted or redeployed staff, supervisors and managers following adult learning theory.

  • Develop and deliver curriculum (including classroom training, hands-on computer, on the job, etc.) and determine effectiveness of learning solutions to assess knowledge gained/performance of learners to meet agency goals

  • Coordinate with various Central Office business units and Transitional Assistance Office staff to ensure consistency with policy interpretation and application.

  • Incorporate current state and federal policy/procedures into the revision and curriculum of all relevant training materials to include current agency platforms such as BEACON.

  • Analyze Quality Control, LOQC and LEAD data and incorporate learning solutions to address concerns into new and existing curriculum.

  • Supervise the training and skill development of new employees including formalized feedback such as progress reports and completion of EPRS.

  • Assess effectiveness of learning solutions and delivery/facilitation through the development of measurement tools, i.e. evaluation forms, feedback, quizzes and exams.

  • Conduct needs assessments and develop marketing strategies of various learning solutions to satisfy Federal, State and/or Agency regulations.

  • Provide training and policy implementation to all Department staff, as well as outside agencies, as needed.

  • Develop customized, individual learning solutions for specific supervisors and their staff to enhance job performance as well as report areas of concern to management.

  • Perform related administrative duties such as writing reports, registering and scheduling utilization of training facilities and equipment, and perform clerical duties as required.

  • Act as facilitator/consultant for guest speakers during training sessions to assure adherence to training objects and Departmental standards.

  • Perform other job-related duties as assigned or requested.

IMPORTANT: This is a regional posting. Offers of employment will be made based on agency staffing needs and may not match location preference. Potential locations for this position include Lawrence, Lowell, Salem, Chelsea, and Malden.

_SPECIAL REQUIREMENTS_

The Training Unit supports a statewide Department. Therefore, while this position will be based out of a Transitional Assistance Office, travel will be required at times within the region and also statewide. As a result, applicants will need a reliable vehicle and valid driver’s license to perform their duties.



*PREFERRED QUALIFICATIONS*

  • Professional knowledge of DTA programs and experience with public speaking.

  • Ability to write concisely and express thoughts clearly and develop ideas in logical sequence.

  • Ability to work within a team-based environment.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.*

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.**

III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: No substitutions will be permitted for the required (B) experience.
