Summary This position is located at the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), VA Medical Center, in the Pharmacy department. The primary purpose of this position is to serve as the Administrative Officer (AO) for Pharmacy and is responsible for the Pharmacy Department administrative programs. Responsibilities Duties include but are not limited to: Exercises independent and creative judgment in accomplishing major duties. Interpreting administrative policies, defining administrative requirements, and/or providing advice. Timekeeping. Assisting in the procurement of office supplies. Captures and collate all non-formulary review data. Data collection and analysis participating in the development of strategies for implementation of projects or policy changes. Prepares position/function/organization charts. Prepares proposals for request for hiring authority. Maintain personnel files. Monitor the use of services, supplies and equipment. Coordinates the purchase of equipment and services to meet the department needs. Acquires equipment, supplies and services using procedures to procure, 2237s, contracts, authorize, control and justify purchases. Reviews and analyzes statistical reports and budget requirement to include IPPS review and payment. Reviews justification for additional equipment/funds as well as the transfer funds between control points. Conducts annual equipment inventory and advises leadership on the requirement and procedures for acquisition, repair and disposal of equipment. Ensures equipment requests are adequate, appropriate and required for service operation. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. To qualify for this position at the GS-7 level, you must meet one of the following: SPECIALIZED EXPERIENCE - One (1) full year of specialized experience equivalent to the GS-5 grade level in federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of an Administrative Officer, and that is typically in or related to the work of this position. Specialized experience includes: Administrative Management, Personnel Management, and Fiscal/Resource Management .OR EDUCATION - Have successful completion of one (1) full year of graduate education. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. OR COMBINATION - Possess equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education beyond a bachelor's degree may be used to qualify applicants for the GS-07 level. Specialized experience includes: Management analysis and personnel administration work, financial management/procurement contracting work, program analysis/administrative management, and operating cohesively within the department and the organization.. OR EDUCATION - Have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR COMBINATION - Possess equivalent combinations of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. Physical Requirements: The work requires sitting and working at a computer workstation, walking throughout the Central Western Massachusetts Medical Center, standing, bending, and carrying items such as books, papers, and files (medical records up to 10 pounds).
