State of Massachusetts General Construction Inspector II in Lenox, Massachusetts
Position Summary The basic purpose of this work is to oversee the construction practices used on various sites, and to enforce compliance with plans, specifications and all applicable laws, rules, regulations, policies, and procedures. This position requires work outdoors, in varying weather conditions and often on construction sites that may involve uneven terrain. Night work and/or Weekend work may also be required, and the incumbent may be expected to report for Snow and Ice events depending on assignment. Duties and Responsibilities Inspection of maintenance, repair and/or construction related to roadways, highways, bridges, structures, tunnels, and buildings, etc., including but not limited to: * Inspect the work of Contractors by conducting field visits to the various work sites to ensure conformance to plans, specifications, and standards of good workmanship on the contracts. * Recommend changes to specifications or construction plans due to unusual field conditions, lack of funds or unavailability of materials. * Ensure that work, whether performed by MassDOT or a Contractor (or Permitee), follows proper safety procedures and techniques. This includes inspection of safety equipment used by the contractors and assures they are in conformance with MassDOT requirements. * Inspects construction operations such as steel placement, concrete placement, deck, and joint bridge repairs, wearing surface replacement and repairs, roadway construction and paving, drainage and erosion, and traffic controls and ensures that rules, regulation, laws, and contract plans and specifications concerning construction are observed. * Maintain records, field inspection reports and/or correspondence including pay estimates using an electronic workflow tool called Site Application Module (SAM). * Verbally advises Contractors on work that does not conform to engineering requirements or contract specifications and notifies the Resident Engineer or appropriate Supervising Engineer. * Maintains records of completed work, members of contractors' work force, machine hours, labor costs, and other data required for estimates for payment for the contracts as per Standard Operating Procedures, as well as recording field notes to chronicle the progress of repairs. * Sample, test, and obtain all require documents for materials incorporated into construction projects such as gravel, brick, stone, reinforcement bar, bolt assembly components, cement concrete and hot mix asphalt. Properly obtain samples of the required quantity as per the Department Materials Manual. Field test Portland cement concrete as per the American Concrete Institute (ACI) procedures and hot mix asphalt as per the Northeast Transportation Technician Certification Program (NETTCP) procedures. * Perform other related duties. WORKING CONDITIONS: General Construction Inspectors may work in an office or outside in all types of weather and under exposure to such hazardous conditions as those found on construction sites and may travel for job related purposes. Covering night construction and/or weekend operations, when scheduled, is expected. This position is eligible for a five thousand dollar ($5,000) signing bonus (“Signing Bonus”) if you are newly hired to the Unit E collective bargaining unit at MassDOT. The Signing Bonus will be paid in two parts: 1) $3,000 (less applicable taxes) included in the employee’s first paycheck. 2) $2,000 (less applicable taxes) after the successful completion of the employee’s probationary period. Only candidates external to the Massachusetts Department of Transportation are eligible for the sign-on bonus. Applicants must have at least (A) five years of full-time, or equivalent part-time, technical experience in the construction, inspection and/or alteration of construction projects such as highways, buildings, bridges, tunnels, sewers, waterways, dams, and parks, or (B) any equivalent combination of the required experience and the substitutions below. Substitutions: I. An Associate’s degree with a major in civil engineering, civil engineering technology or construction technology may be substituted for a maximum of two years of the required experience. * II. A Bachelor’s or higher Degree with a major in civil engineering, civil engineering technology, architecture or structural, architectural or sanitary engineering may be substituted for a maximum of four years of the required experience. NOTE: No substitutions will be allowed for the remaining year of experience.
