MIT Lincoln Laboratory Assistant Division Business Manager in Lexington, Massachusetts

Position Description

The Engineering Division is at the center of prototyping for the Laboratory. We are seeking an Assistant Division Business Manager (ADBM) to add as an integral member of the Engineering Division management team. The ADBM will support a wide range of business management operations assisting the Division Business Manager and supporting the Division Heads. The ADBM interfaces with all departments and other divisions representing the Engineering Division in daily operations.

The ADBM, working with the DBM, will provide mentorship to the business operations team and support the technical groups in aligning the goals of each group to the overall Division strategy. The candidate should be team oriented and possess strong communication skills. An ability to work successfully with others is essential, as is the ability to work under pressure in a fast-paced, multi-faceted office. The successful candidate will possess a high level of professionalism in communication with senior management and other external parties, a strong level of discretion in handling private and classified information, and an excellent ability to maintain situational awareness of Group, Division and Laboratory level matters.

Responsibilities

The Assistant Division Business Manager will assist with the oversight of the comprehensive business, financial portfolio and administrative operations of the Division. The ADBM will assist in managing the Division’s business operations and portfolio, including cost estimation/project or proposal preparation and new program packages, project and anticipated funding updates, authorization of budget expenditures and status of program/group health. The ADBM will maintain awareness of funding, execution, and staffing plans for all types of projects. An emphasis should be placed upon financial analysis and execution, research operations costs and ceiling management.

Financial Analysis and Reporting

Manages day-to-day updates and projections. Searches, extracts and compiles interrelationships of financial data. Validates the merit of information and/or results. Follows up to address and communicate anomalies. Recommends best practices. Is responsible for communicating processes and procedures to extract, compile, analyze and report financial query results. Executes monthly, quarterly and annual data analytics and visualizations and presents findings to members of the Business Operations, Group Offices and/or Division Office.

Procurement

Actively follows up on all critical and long lead-time procurements related to the Engineering Investment Plan. Actively facilitates complex or major procurements including, but not limited to, assisting staff with conducting and documenting market research and serving as a liaison with Contracting Services Department. Coordinates the evaluation process including creation and implementation of evaluation programs for major, competitive procurements. Reviews and edits statements of work (SOW) and memorandums of justification (MOJ). Works with staff to ensure that all SOWs and MOJs are clear and provide appropriate level of detail. Prepares and advises staff on the procurement of capital equipment including all funding, infrastructure, and facilities requirements. Provide mentorship and oversight to the Pcard program within the Division. This will also include presenting major procurements to the Assistant Director of Operations in conjunction with technical leads.

Project Management

Largely in a mentorship role with the Group Offices, provides program management support as needed. Focuses on assisting with initial program planning for programs with defined deliverables. May be asked to provide basic Earned Value Management support when applicable. Works with program managers to identify areas of risk and develop mitigation plans including the appropriate use of budget margin and/or management reserve. Maintains a working knowledge of project management best practices, and assists technical staff with obtaining operational support to execute complex programs.

Human Resources & Personnel Management

Able to serve as liaison to Human Resources (HR) regarding personnel actions and issues; if needed. The ADBM will collaborate with the Division Office on personnel matters and resolving issues. Assists with HR planning and forecasting and integrates this information into space planning. Assists in generating slides for steering committee briefings, state of the division and rewards and recognition briefings. Assist with planning and forecasting attrition, new hires and transfers. Actively participates in goal setting and annual performance reviews for Business Managers including training plans for career development.

Facilities

The ADBM will serve with the Assistant Division Head on the Space Utilization Board. In that capacity, they will develop long-term space plans and collaborate with facilities to plan and build and/or renovate space for division-wide projects. Learned lessons and best practices will be leveraged towards the future Engineering Prototyping Facility.

Requirements

  • Bachelor’s degree in Business, Finance, Economics, Entrepreneurship, Business Analytics or Management

  • 12+ years applicable experience or Master’s degree in Business or related field (MBA preferred) and 8+ years of applicable experience

  • Proficient in Microsoft Office Suite (Excel, Word, PowerPoint, Project, Visio, Outlook). Analysis for Office (Excel and PowerPoint) preferred

  • Experience working in technology, science or government

  • Ability to analyze, create and present financial results/reports

  • Demonstrated effective written and oral communication skills, interpersonal skills, and organizational skills

  • Additional preferred experience with MS Teams, Share Point, Zoom, Field Glass, Success Factors and SAP Business Objects BI Suite

  • The ability to obtain and maintain a government security clearance is required
