MIT Lincoln Laboratory Senior Compliance Manager in Lexington, Massachusetts
Position Description
The principal roles and responsibilities of the Senior Compliance Manager include performance of compliance reviews; update of purchasing policies and procedures to assure files are current, complete and compliant; review CSD policies and procedures and recommend updates; and provide training recommendations and materials to support compliance with subcontract administration, USAF prime contract requirements and MIT policies. As directed, implement, manage, and complete self-inspection of Laboratory purchase orders, subcontracts, P-Card transactions, e-CAT purchases, petty cash, and materials section transactions. Develop and implement a training program to support compliance in areas such as source selection, pricing, export control, import requirements and terms and conditions. Provide guidance and assistance for off-contract activity to ensure compliance with Sponsor Agreement, rules and regulations. Provide general contracting expertise and guidance for all CSD activity to include prime contract renewals and modifications. Establish and maintain policies and procedures to promote compliance best practices. The Senior Compliance Manager will report to the Senior Manager, Prime Contract.
Duties and Responsibilities
Compliance review of CSD Purchase Order Files and ensure compliance. Maintain metrics concerning compliance issues that measure performance and adherence to compliance standards
Develop checklist and documentation to address file organization and ensure that correct documentation is maintained and received from/delivered to subcontractors
Support CSD staff self-assessments and other requested reviews to ensure compliance with CSD Policies and Procedures through file administration and document maintenance
Facilitate and coordinate all internal and external Audits of CSD including outside Agencies including, but not limited to DCAA and DCMA
Conduct training seminars and workshops for the Laboratory staff, as necessary
Review CSD Policies and Procedures and draft edits and updates for CSD management review and approval
Monitor Federal Acquisition Regulation (FAR) and federal acquisition policy revisions and provide recommendations to CSD management for policy and procedure impact and implementation
Ensure compliance with applicable documents such as the AF Prime Contract, FAR, best business practices and Federal, State, Local laws and regulations as appropriate
Conduct regular and daily internal inspections of procurement files to monitor compliance and follow-up on corrective action for non-compliance issues and prepare/collect lessons learned
Review contract close out files and/or file documentation and provide assessment and recommendations
Develop and conduct educational seminars, classes and workshops on applicable procedures, regulatory changes, audit issues, trends, etc
Provide complex acquisition planning, advice and assistance as needed
Provide contracting expertise and guidance for off-contract awards
Support prime contract renewals and other complex contracting activity, as required
Conduct research analysis to develop recommendations and options for solutions to wide-ranging problems
Requirements
Bachelor of Science in Business Administration or equivalent required
A Master’s degree in a related discipline is highly desired
A minimum, of ten years’ experience in federal contracting is required, and Air Force contracting experience is desired
Microsoft Office computer applications experience required
Experience in Government contract compliance is required, and experience in Air Force contract compliance is desired
Ability to obtain and maintain a government security clearance required
