State of Massachusetts Accountant III in Malden, Massachusetts

The Department of Elementary & Secondary Education (DESE), Center for Administration and Finance’s Accounts Payable Unit is responsible for the processing of all invoices, employee expense vouchers and cash transactions for the agency. We are currently seeking a highly motivated, organized, and detail-oriented individual in the role of Accountant III to join our financial management unit.

The key responsibilities for the selected candidate will include, but are not limited to:

Manage and process accounts payable transactions using MMARS (Massachusetts Management Accounting Reporting System);

Review incoming invoices and documentation prior to processing;

Process payments to assure conformance with the Office of the State Comptrollers, department policies and procedures, and internal controls;

Monitor and track the payment process, prioritize and capture all prompt payment discounts;

Assist in the review of employee expense reports and documentation in accordance with the Collective Bargaining Units;

Run reports using the Commonwealth Information Warehouse (CIW) and maintain accounting records;

Provide technical assistance to ensure compliance with agency laws, rules and regulations;

Provide supervision of Accountant II’s;

Perform other duties as required.

The successful candidate will possess:

Effective organizational skills

Ability to communicate well (both written and verbal)

Supervisory experience

Knowledge of State Accounting procedures, Excel, Word, Access

Knowledge of MMARS (Massachusetts Management Accounting and Reporting System) and the Commonwealth Information Warehouse (CIW)

Ability to work independently and as part of a collaborative team in a professional, effective and timely manner

Strong interpersonal skills

An Associate’s degree or higher with a major in accounting

Ability to multi-task, respond to multiple demands, and balance competing priorities

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full-time, or equivalent part-time, professional experience in accounting or auditing, of which at least (B) one year must have been in a supervisory, administrative or managerial capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. An Associate's degree with a major in accounting, business administration or business management may be substituted for a maximum of one year of the required (A) experience.*

II. A Bachelor's degree with a major in accounting, business administration or business management may be substituted for a maximum of two years of the required (A) experience.*

III. A Graduate degree with a major in accounting, business administration or business management may be substituted for the required experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
