Contracted P20W Equity and Research Manager Description Massachusetts is launching an initiative to build a unified, easy-to-use Preschool-through-Workforce (P20W) Research and Data Hub to serve educators, policy-makers and researchers by enhancing the scope and quality of existing data as well as improving the ways in which data are shared and utilized. This work builds on a strong foundation of existing integrated data systems across K-12, higher education and the workforce. Our goal is to significantly enhance the quality and utility of this existing integration. The work is organized into four strands: (1) Establishing a P20W Statewide Data Governance Structure (DGS); (2) Creating a Research and Data Hub to facilitate and organize the work of third-party researchers; (3) Developing the state’s approach to identifying and promoting actionable evidence-based practices; and (4) Identifying and addressing gaps in the quality and scope of existing data sets. The Contracted Equity and Research Manager will be primarily responsible for strand (3), evidence-based practice communication and implementation strategy. The Manager will guide, collect, and synthesize research and will work with agency staff and external stakeholders to identify target audiences and create robust plans to disseminate relevant resources and support with implementation of evidence-based practices. As part of this work, this position would engage in robust, iterative and ongoing dialogue with all stakeholders to ensure that the Hub is on track to support all parties - internal and external - in accessing actionable research and creating a culture of inquiry and evidence use across the Commonwealth. This is a grant-funded contract position through February 28, 2024. The Manager will work remotely initially due to the pandemic. When staff return to the office, the Analyst may also be required to be present at the DESE offices at 75 Pleasant St., Malden as well as other meeting locations in the Boston area and around the state as needed. Duties and Responsibilities include but are not limited to: * Work with Executive Director to build a Massachusetts-based “equity exemplar library”, including: o Prioritize and cultivate “burning questions” related to equity gaps to be addressed through data research. o Engage stakeholders in refinement of burning questions from the Departments of Elementary and Secondary Education (DESE), Early Education and Care (EEC), Higher Education (DHE) and the Executive Office of Labor and Workforce Development (EOLWD). o Create and execute a process to identify, research and document “equity exemplars”, highlighting practices in schools, districts, colleges, and other education programs and providers that have demonstrated success in addressing equity issues. o Develop and maintain a library of equity-focused case studies, implementation guides and action-oriented resources. o Partner with offices in each agency to disseminate equity exemplars to relevant schools, districts, colleges, and other education programs and gather feedback on their usefulness and relevance. * Develop a communication strategy to highlight research findings and actionable recommendations, including: o Engage research partners to stay abreast of new and emerging research related to case studies and the Data Governance Structure’s burning questions with support from the Executive Director. o Partner with the Data and Policy Analysts to conduct case study research and stakeholder communications. o Identify a list of prioritized stakeholder groups and create a targeted communication plan for each. o Work closely with agency staff to integrate communication into existing channels. o Create needed communication materials. * Manage the public-facing portion of the Statewide Research Hub, including: o Conducting ongoing stakeholder engagement to determine data needs and gather feedback. o Coordinate with the project manager from EOE IT and staff from EOTSS to guide development of the public-facing portion of the Statewide Research Hub. o Work with EOE IT and EOTSS to update the data platform to include a research highlight page. Adapts to changing needs, conditions, and work responsibilities. * Experience working with an explicit equity-based lens. * Demonstrated experience in culturally responsive communication with diverse stakeholders. * Strong interpersonal skills. * Experience working with a range of diverse stakeholders and tailoring approaches and communication to successfully meet project goals and timelines. * Excellent written and oral communication skills, especially public-facing communication. * Experience creating or contributing to publications about educational research or practices. * Ability to develop high-quality presentations and documents. * Commitment to efforts devoted to closing the achievement gap and to addressing racial inequities in education. * Familiarity with research related to achievement gaps and common strategies used by schools to address gaps. * Experience in the education sector. * Familiarity with Massachusetts education policy * Knowledge of current state and national landscape of education research, including familiarity with publications and research entities. * Demonstrated ability to work productively and collegially with individuals and teams.
