State of Massachusetts Emergency Informatics Analyst in Marlborough, Massachusetts

The Office of Preparedness and Emergency Management (OPEM), under the Massachusetts Department of Public Health (DPH), is seeking a dynamic individual to provide oversight of public health and healthcare system data reported to OPEM as part of planning for or responding to emergency situations such as COVID, including the systems used to provide necessary state and federal reports. The selected candidate contributes to the reporting, analysis, and synthesis of critical community, state, and federal datasets that inform outreach and produce materials for the purposes of internal and external situational awareness tools, reporting, and distribution. These materials may include, but arenot limited to, fact sheets, presentations, data briefs/dashboards, mapping tools, evaluation/grant reports, information for DPH webpages, and data for grant proposals. Emergency Informatics Analyst may also be involved in establishing, coordinating, or participating in standing committees, work groups or advisory groups to assure consistency and alignment with related efforts in the Department. /_Duties and Responsibilities (these duties are a general summary and not all inclusive):_/ * Performs statistical analysis of data to determine epidemiologic, temporal, and spatial trends and patterns. * Works to advance and streamline data collection and reporting using a variety of tools for automation and process flow. * Assists in planning efforts for at-risk populations who require additional assistance during emergencies, including but not limited to children, pregnant women, older adults, individuals with disabilities, non-English speaking, refugee, or immigrant populations. * Develops analysis plans, metrics, and necessary statistics to investigate and monitor data and outcomes. * Identifies, troubleshoots, and resolves data inconsistencies. * Collaborates with OPEM and other DPH staff involved in data collection and analysis. * Supervises an epidemiologist staff position as well as interns doing data/epidemiology work as needed. * Recommends standards for, and assist in, the review of data quality assurance and control. * Prepares and presents descriptive, statistical, and epidemiological reports to internal and external audiences. * Organizes and maintains accurate records, maps, dashboards, and reports utilizing GIS software. * Collaborates with data teams at both the state and national level to assure that the collection of common data elements is unified. /_Required Qualifications:_/ * Knowledge of the principles and practices of epidemiology including biology and disease processes. * Familiarity with the methods of statistical and scientific report writing. * Ability to maintain sensitivity to handling confidential health information. * Skilled in managing databases, construct complex data files, conduct and support data entry, and perform data edits, cleaning, troubleshooting, and resolution of issues as needed. * Excellent written and verbal communication skills. * Knowledge of biostatistics and survey/study design and development. * Capacity to analyze and determine the applicability of data, to draw conclusions and make appropriate recommendations. * Ability review, manipulate, and process data using advanced formulas within Microsoft Excel. /_Preferred Qualifications_:/ * Strong level of efficiency and self-motivation to complete tasks accurately and on time. * Extremely process-oriented mindset, with acute attention to detail. * Ability to identify more complex issues that require escalation for resolution. * Proven understanding of the importance of data integrity and attention to detail. * Demonstrated ability to independently pursue and follow-up on assignments and issues through completion. * Proficient with Microsoft applications including Excel, Word, Teams, Outlook, Power Automate, and Visual Basic for Applications. * Proficiency with SAS analytical software. * Proficiency with ESRI’s ArcGIS suite and python. /_About the Department of Public Health:_/ The mission of the Massachusetts Department of Public Health (DPH) is to prevent illness, injury, and premature death, to assure access to high quality public health and health care services, and to promote wellness and health equity for all people in the Commonwealth.
