State of Massachusetts Educational Specialist (D) in Milford, Massachusetts

Supervises all site-based post-secondary programs. Supports, designs, and implements site-based curricula and educational programming based on best practices. Conducts annual evaluations of staff and programs. Completes EPRS stages A, B, and C for all direct reports. Establishes and supervises staff assignments and schedules. Ensures educational staff attains 40 hours of training and advises on professional development requirements and opportunities. Submits performance reports to Superintendent of Schools as required. Monitors data quality by ensuring staff complete appropriate IMS, Case Plan, and educational database information accurately and in a timely manner consistent with Standard Operating Procedure (SOP). Actively participates in the hiring and selection process for instructional staff. Communicates effectively with institutional administration and attends institutional meetings as required to encourage cooperation and foster support of post-secondary educational programming. Communicates with workforce agencies to foster a relationship of best practices within the Commonwealth’s workforce readiness continuum. Communicates with higher education institutions and educational agencies in order to provide college programs and other programs to help supplement the needs of the incarcerated population, where applicable. Exercises supervision over college personnel under educational purview. Conducts regular staff meetings. Approves purchase of textbooks, equipment and supplies. Monitors staff and program budgets to ensure proper expenditure of funds. Attends supervisors’ meetings to collaborate with colleagues regarding administrative concerns. Administers standardized assessments including HiSET and HiSET qualifying exams. May meet with inmates for program eligibility, recruitment and maintain waitlists. Ensures that all school career staff adheres to institutional rules, regulations and directives. Supports appropriate classroom management to facilitate a professional learning environment for all students. Conducts annual evaluation of educational staff and programs. Monitors and updates timecards of direct reports to confirm appropriate use of scheduled time and accrued time is accurately calculated and reported. Engages in the Education Division’s priorities to enhance the progression of strategic goals. Performs related duties as assigned by the Superintendent of Schools. Facilitates education at the minimum facilities as required. Provides academic and career counseling to incarcerated populations as designated.


Preferred Qualifications:

Current Massachusetts Teacher License (Teacher/Counselor license preferred). Teaching and educational counseling experience/Master’s degree in Education. Excellent written and oral communication skills. Strong working knowledge of computers. Experience with career advising with an adult population. Knowledge of the principles, practices and techniques of supervision. Knowledge of the laws, rules, regulations, policies, procedures, and guidelines governing assigned unit activities.

Minimum Entrance Requirements:

Applicants must have at least (A) five years of full-time, or equivalent part-time, professional experience in teaching, educational administration, educational counseling or educational guidance, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the required substitutions below.

I. A Bachelor's degree with a major in education or special education may be substituted for a maximum of two years of the required experience.*

II. A Graduate degree with a major in education, special education, administration or educational counseling may be substituted for a maximum of three years of the required experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: Educational substitutions will only be permitted for a maximum of three years of the required experience.

Special Requirements: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License or the equivalent from another state may be required.
