State of Massachusetts PM IV/Assistant to the Supt of Schools- EDU in Milford, Massachusetts

The mission of the Education Division is to prepare offenders for successful reentry by providing a comprehensive academic and vocational program continuum which is responsive to the individual risk and need of each offender. Research shows that education is a key factor in reducing recidivism and in promoting successful reintegration.

The position of the Assistant to the Superintendent of Schools with be responsible for the following:

  • Is the Division’s Liaison with the Division of Human Resources regarding Department of Correction policies, state and federal labor laws

  • Reviews benefit time of all employees and tracks staff’s payroll

-Assists Staff with the Industrial Accident process and claims

-Represents the Education Division at Arbitration Hearings, Grievance Hearings, and

other meetings as needed

  • Directing staff on DOC policies, state and federal laws, and educational regulations

  • Providing supervision to Office Support Specialist

  • Overseeing and coordinating the hiring process for all new education staff with HR

  • Preparing and reviewing draft postings and screening resumes to fill vacancies

  • Assists the Superintendent in overseeing the evaluation and disciplinary process

  • Participating in labor management meetings and responding to labor related concerns

  • Using personnel database to maintain training records for all staff assigned to the division

  • Evaluating effectiveness through compiling and analyzing and preparing reports on HR metrics tothe Superintendent of Schools

  • Reviews new hire training and makes recommendations to Superintendent of Schools

  • Using data to inform programming and increase accountability

  • Ensuring high quality educational programming by implementing regular program reviews

  • Assists the Superintendent with annual staff orientation and professional development

  • Reviews form 30’s and tracks EPRS evaluation cycles

  • Assists with creating opportunities for common planning and structured collaboration

  • Assists with establishing career pathways, succession planning and induction programs

  • Ensuring currency of staff licenses as per DESE requirements

  • Researches and responds to opportunities for grant funding

  • Assists in overseeing federal grant implementations such as SCA grants

  • Assists in overseeing expenditures from the operational budget

  • Assists in overseeing expenditures from the grant budgets

  • Participating in MA DOC in interactions with other state agencies.

  • Collaborating with other MA DOC HR Labor Relations

  • Collaborating with Institutional administration as needed

  • Collaborating with other MA DOC divisions to promote strategies for successful reentry

  • Serve as Superintendent of Schools during his/her absence

  • Other duties as assigned

Preferred Qualifications:

  • Minimum of a Bachelor’s degree of Science in Business/Human Resources Management and or Labor Studies/Law with HR Certificate. MS Preferred.

  • Five years of experience in Labor Law and working with state collective bargaining units

  • Two years of supervisory experience in an administrative office

  • Experience working in a correctional setting or educational organization preferred


MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, or public administration and (B) of which at least three years must have been in a supervisory or managerial capacity or (C) any equivalent combination of the required experience and the substitutions below.


I. A Master's or higher degree with a major in business administration, management, public administration, industrial engineering, industrial psychology, or hospital administration may be substituted for a maximum of one year of the required (A) experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
