State of Massachusetts Radio Subscriber Supervisor in Milford, Massachusetts

The incumbent in this position receives, inventories, programs, distributes and disposes of new, reassigned and decommissioned land mobile radio (LMR) communications equipment for the Massachusetts State Police (MSP). Responsibilities include adding and deleting subscribers from the master index of radio subscriber identifiers for the Commonwealth of Massachusetts Interoperable Radio System (CoMIRS)—aMotorola ASTRO 25 M-core Trunked Radio System; participating in reprogramming initiatives; monitoring, adding and deleting individuals going to and leaving specific assignments requiring the issuance and turn-in of radio equipment; training and certifying internal and external personnel on the use and programming of LMR subscriber units; maintaining and manipulating inventory databases from multiple sources and generating reports.

_Land Mobile Radio (LMR) Subscriber Programming_

  • The incumbent will be responsible for:

o Creating and maintaining programming templates for land mobile radio (LMR) subscribers. The incumbent should be familiar with:

  • Operation of conventional and trunked LMR systems as it relates to the programming and operation of LMR subscribers on those systems

  • Parameters utilized in the creation of programming templates, including knowledge about:

Frequencies

Access tones and codes

Modulation types

Control Channels, Talkgroups, Announcement Groups and Failsoft Frequencies

Encryption

LMR radio functions, such as emergency mode & revert, scanning, etc.

  • Common LMR subscriber programming software, such as:

Motorola Customer Programming Software (CPS)

L3Harris Radio Personality Manager (RPM)

Kenwood Armada Fleet Management Software

Kenwood KPG Programming Software

o Large-scale reprogramming of LMR subscriber units

o Reassigning of LMR subscribers units from old vehicles and personnel to new ones

o Issuing and receipt of LMR subscribers units from personnel coming to, changing or leaving assignments or leaving the MSP

_Land Mobile Radio Subscriber Training (End-Users & Programmers)_

  • The incumbent will be responsible for:

o Training both MSP and external end-users on the operation of LMR subscribers units on CoMIRS and/or other radio systems

o Training and certifying external end-users who will program LMR subscribers for use on CoMIRS

o Assisting MSP radio shops and personnel with subscriber unit programming

o Producing user and programmer documentation, training slides, PowerPoint presentations, classes and webinars

_Land Mobile Radio Subscriber Inventory, Provisioning, System Administration, Databases and Reports _

  • The incumbent will be responsible for:

o Maintaining the inventory of LMR subscriber units for the Massachusetts State Police. The incumbent should be familiar with land mobile radio specifications, such as flashcodes that indicate what features a radio may have.

o Maintaining the list of console sites, operator positions, conventional and trunked sites, channels, and backhaul connections for MSP and other CoMIRS users

o Provisioning LMR subscriber units on CoMIRS. The incumbent should be familiar with the process of provisioning LMR subscriber units on a Motorola ASTRO 25 M-core Trunked Radio System.

o Monitoring, producing reports from, and making appropriate changes to CoMIRS to maintain the integrity, security, proper use, operation, and functionality of LMR subscribers on the system

o Utilizing, manipulating, and extracting information from databases, spreadsheets, and proprietary software to perform asset tracking and asset management functions (inventory, tracking, distributing, recalling, and disposing of LMR subscriber units) and creating and presenting comprehensive reports

o Assisting with the identification of specifications and purchasing of radio subscribers and related accessories

_Specialty Radio Programming & General Massachusetts Public Safety LMR Familiarity _

  • The incumbent will be required to:

o Maintain the local, state, and national LMR subscriber programming of specialty radios, such as those used by Massachusetts State Police helicopters, command posts and specialty unit personnel, and scanning receivers used in vehicles and other locations

  • The incumbent should be familiar with:

o Sources of information needed to maintain this programming, such as:

  • Federal Communications Commission (FCC) license records

  • Public scanning receiver hobby websites

  • Public safety communications groups (e.g. Massachusetts Communications Unit (MA COMU))

o The National Interoperability Field Operations Guide (NIFOG)

o The Massachusetts Interoperability Field Operations Guide (MIFOG)

o The Massachusetts Tactical Interoperable Communications Plan (TICP)

_Preferred Skills at Time of Hire_

  • Formal training related to LMR programming and software

  • Familiarity with using LMR software tools such as the Motorola Private Radio Network Management Suite and Genesis GenWatch3

  • Experience with land mobile radio systems utilized in Massachusetts

  • Familiarity with FCC licensing and other databases with radio system information

  • Familiarity with relational databases such as Microsoft SQL and Access, including being able to understand available data and produce meaningful work products from them

  • Ability to demonstrate a working knowledge of Land Mobile Radio (LMR) operability and interoperability, LMR and cellular emerging technologies, LMR terminology and methodology

  • Have meticulous and detail-oriented work habits

  • Have a history of providing consistent, complete, thorough, and accurate work products.

  • Ability to work independently

  • Excellent oral and written communications skills, and speaking in public or in front of groups

  • Proficient with Microsoft Word, Excel, PowerPoint, Access, Outlook and Teams

_License And/Or Certification Requirements_

  • Certification as a Motorola ASTRO 25 M-core Radio System Administrator at the time of hire (preferred), or within six (6) months of hire

  • Possession of a valid MA Class D Motor Vehicle Operator’s license is required to perform the duties of this position. Statewide travel to various communications sites may be required.

Minimum Entrance Requirements:

Applicants must have at least (A) four years of full-time, or equivalent part-time, professional experience in electronic data processing of which (B) at least two years must have been in work in which the major duties included computer systems analysis, or (C) any equivalent combination of the required experience and the substitutions below.

SUBSTITUTIONS:

I. An Associate's degree with a major in the field of data processing or computer programming may be substituted for a maximum of one year of the required (A) experience.*

II. A Bachelor's degree with a major in the field of data processing or computer and/or information science may be substituted for a maximum of two years of the required (A) experience.*

III. A Graduate degree with a major in the field of data processing or computer and/or information science may be substituted for a maximum of two years of the required (A) experience.*

IV. A diploma for completion of a two year full-time, or equivalent part-time, program in a recognized non-degree granting business or vocational/technical school above the high school level with a major in the field of computer programming may be substituted for a maximum of one year of the required (A) experience.*

V. An official transcript from a recognized business or vocational/ technical school as evidence of completion of a program consisting of at least 650 hours of instruction in the field of computer programming may be substituted for a maximum of one year of the required (A) experience.

VI. Graduation from the data processing course of a recognized vocational/technical high school may be substituted for a maximum of one year of the required (A) experience.

*Education toward such a degree or diploma will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: No substitution will be allowed for more than two years of the required (A) experience.

NOTE: No substitution will be allowed for the two years of the required (B) experience.
