Summary of Position As a key member of the Financial Services Department, the Utility Billing Coordinatorworks under the Finance Director to support the department's management responsibilities, focusing on customer service and utility billing. This role includesoverseeing the billing process, work orders, utility billing accounts, department records and reports, while supervising staff in these areas.
* Essential Duties and Responsibilities* Customer Service: Provides customer service regarding utility billing and collections for residentialand commercial customers. Communicates with residents and business owners in person, by phone, andthrough e-mail concerning their utility bills. Explains applicable policies and procedures, as necessary. Responds to customer inquiries and complaints regarding City utility bills.
Billing Process: Creates and processes payments. Issues penalties on accounts. Downloads, analyzes, and processes edits for meter reading system. Processes return checks. Prepares turn-off list for non-payment on accounts. Prepares collections ACH file for banking. Prorates, calculates, and adjusts bills for misread meter readings or billing errors. Processes Republic Services monthly bill and verifies information to utilityaccounts.
* Work Orders:* Creates and completes work orders for utility billing customers, meter reads,customer move in/out, meter maintenance, unusual consumption, and delinquent shut off; follows up to ensure completion. Communicates with customers on the results of work orders. Investigates bills todetermine service activity. Updates information from completed field work and maintains work records. Receives and dispatches messages and work orders over the radio.
Reports: Runs all related monthly reports including accounts receivable, deposit reports,customer status, and delinquent accounts Service Applications and Changes: Receives and processes applications for new water and/or wastewater service orchanges in current service. Creates or modifies customer accounts as necessary. Processes bank draft and leak adjustment forms. Creates and processes payment arrangement agreements for customers, asneeded. Coordinates the daily accounting and safekeeping of the Citys collections andrevenue accounts. Manages all outgoing and incoming processes that affect the status of utilityaccounts. Monitors collections. Enters rate changes and additions.
Other Duties: Assists in annual audit schedules for water, sewer, and storm drain billings,including consumption data. May perform other assignments and handle special projects, and other relatedduties, as required.
Knowledge, Skills, and Abilities (KSAs) Federal, state and city laws, rules, regulations, ordinances and codes governingutility billing and collections practices and procedures preferred. City practices, policies, and procedures. Customer service best practices. Basic mathematical functions. Handling multiple tasks, planning, and prioritizing. Communicating verbally and in writing in a clear, effective, professional mannerwith people, other departments, and government agencies. Conducting research and preparing reports with correspondence. Providing a high level of external and internal customer service, including a displayof tactful and calm complaint resolution, if the occasion arises. Exercising discretion and judgment when dealing with confidential information. Maintaining a high degree of accuracy in a fast-paced environment.
Acceptable Experience and Training High school graduation, or its equivalent, plus at least two years of clerical experience,preferably in accou ting; at least two years of supervisory experience preferred. or any equivalent combination of experience and training which provides the requiredknowledge, skills, and abilities.
