The mission of the Sex Offender Registry Board is to promote public safety through educating and informing the public in order to help prevent further victimization. This is accomplished by registering and classifying, by risk of re-offense and degree of danger, convicted sex offenders and disseminating the identifying information of those offenders, who live, work and attend institutions of higher learning in the communities of the Commonwealth of Massachusetts through the maintenance of both a database and a public website. Chapter 74 of the Acts of 1999, codified as M.G.K.c6, §178C-178O, established the Sex Offender Registry Board (SORB) and set forth its responsibilities and authority. The mission of the SORB is to assess the risk of every sex offender in Massachusetts and to disseminate information to the public based on those assessments about sex offenders who pose a risk of reoffense. Board members’ roles are integral to this mission. Each member of the Sex Offender Registry Board participates in classifying sex offenders in accordance with the level of risk to reoffend presented by the offender. Board Members will assess information gathered by Board staff, complete recommended classifications, conduct evidentiary hearings for offenders who request one, in which the offender and his/her attorney will present evidence, and write detailed findings resulting from those hearings. Board members may participate in other tasks or projects as assigned to further the mission of the agency. Major Responsibility Areas: · Responsible for all victim inquiries by working directly with victims by providing support and crisis intervention when necessary; identify appropriate referrals, services and resources as needed; identifying risk factors and development of safety plans; informs victims of their rights pursuant to the SOR law and VBR and provides information to victims regarding their offenders when appropriate. · Coordinates and ensures victim input, impact statements and victim notification. · Coordinates direct services to victims to ensure that victims are provided with support from the agency as needed. · Responsible for all victim inquiries by working directly with victims by providing support and crisis intervention when necessary; identify appropriate referrals, services and resources as needed; identifying risk factors and development of safety plans; informs victims of their rights pursuant to the SOR law and VBR and provides information to victims regarding their offenders when appropriate. · Serves as agency representative for victims’ services and participates in State, Federal and Local Community Based Provider working groups relative to victim issues as needed. · Provides information and assistance to victim service providers, criminal justice agencies, law enforcement community, legislative agents and the general public pertaining to the rights and services available to victims. · Develops and maintains partnerships with providers and criminal justice representatives to conduct trainings and workshops in the community pertaining to sex offenders, public safety issues and the impact of sex offenses upon victims. · Coordinates and conducts training for each of the District Attorney’s offices, post-conviction agencies, organized victim groups, community-based victim service providers and the general public on the SOR law and the corresponding rights and services it provides victims under the direction and guidance of the Executive Director. · Provides assistance to agency staff regarding victim input and understanding the impact of sexual offenses upon victims. · Provides assistance to the Executive Director in the development of policies and procedures pertaining to victim issues and/or provide feedback on the impact that policies and procedures may have on victims. · Coordinates the maintenance of all electronic and paper victim records in accord with agency protocol. · Provides input on SORB’s database upgrades pertaining to VSU records and system enhancements. · Maintains statistics relative to victim data, notifications, outreach, meetings, etc. · Performs related duties as assigned and required. Knowledge, Skills and Abilities: · Administration and executive support skills. · Must be highly organized, detail-oriented, and have excellent interpersonal and communication skills. · Must be able to exercise discretion in handling confidential information. · Must be able to prioritize and manage multiple tasks simultaneously and meet deadlines. · Knowledge of the laws, rules, regulations, policies and procedures governing assigned unit activities. · Knowledge of the types and uses of agency forms. · Knowledge of impact of sex offenses on victims and potential victims. · Knowledge of proper manner of providing direct services to victims of crimes, preferentially victims of sexual assault. · Knowledge of effective methods of facilitating large working groups. · Knowledge of development of training curriculum relative to victim issues. · Thorough knowledge of SOR law, the criminal justice system and victim assistance. · Knowledge of the use of Microsoft Word, Excel and electronic document storage. · Knowledge of Criminal Justice Information Systems, proficient in the use of databases. · Knowledge of business English including spelling, word meaning and word usage. · Ability to understand, explain and apply the laws, rules regulations, policies and procedures governing assigned unit activities. · Ability to follow oral and written instructions. · Ability to deal tactfully with others. · Ability to gather information by examining records and documents. · Ability to gather information through questioning individuals. · Ability to communicate effectively in oral expression. · Ability to file material in accordance with standard filing procedures. · Ability to maintain accurate records. · Ability to establish and maintain harmonious working relationships with others. · Ability to lead a group of workers. Minimum Entrance Requirements: At leastmaster's degree in criminal justice, socialworkor related field. Must have a minimumfive years of full-time, or equivalent part-time, experienceproviding direct services to victims of crimes with a preference to sexual assault and rape victims, with no less than threeyears’ experiencemanaging a victim service program preferably in a criminal justice setting.
