GENERAL STATEMENT OF DUTIESANDRESPONSIBILITIES Provide direct services and assistance to victims whose convicted sex offenders are required to register with, and be classified by, the Sex Offender Registry Board (SORB). Responsible for processing victim referrals; create and maintain electronic files; provide necessary victim and other case documents to Victim Service Unit (VSU) Director and agency staff; process weekly preliminary assignment list; utilize VNR and CJIS databases as required; generate notifications to victims; document daily work activity in SORIS2 and UnityPlus; provide assistance to the VSU Director as requested; performs all related duties as directed and required. DETAILED STATEMENT OF DUTIESANDRESPONSIBILITIES 1. Provide information to victims regarding the governing responsibilities of the SORB as defined by the Sex Offender Registry Law (SORL). 2. Assist the Director of Victim Services with victim referral, VNR review intake processes, to include, but not limited to, creating, maintaining, and uploading case records to corresponding electronic files as well as ensuring thorough case documentation in SORIS2 and/or UnityPlus in accordance with established polices and procedures. 3. Provide written and/or telephonic notification to victims and respond to inquiries from victims throughout the classification and registration processes in a timely manner. 4. Notify victims of their right to submit written Victim Impact Statements (VIS) to the SORB for inclusion in the classification review and provide supportive assistance to victims in developing their VIS. 5. Provide support, crisis intervention to victims as well as assess safety and assist in developing safety plans; identify appropriate state and community resources, services, and referrals and provide advocacy, as necessary, on behalf of victims to ensure receipt of rights and services available under the Victim Bill of Rights, the Criminal Offender Record Information (CORI) law, and other appropriate Massachusetts Laws. 6. Respond to inquiries from victim service providers, criminal justice representatives, and others seeking information and assistance with the SORL in a timely manner. 7. Foster cooperative working relationships with SORB staff to provide accurate information to victims regarding their offender’s registration and classification status as well as to assist SORB staff relating to victim issues and understanding the aftermath of sexual violence. 8. Conduct training for district attorney’s offices, criminal justice agencies, and community-based victim service providers as well as participate in meetings, conferences, and/or working groups relating to victim issues on behalf of the SORB. 9. Assist VSU Director with various administrative projects and duties as needed and complete within established timeframe identified by VSU Director. 10. Utilize any and all functions of SORIS2, Unity Plus, VNR and CJIS databases as needed, in compliance with all applicable laws and regulations. 11. Coordinate current and accurate victim resource information on SOR website with the IT Manager, as needed. 12. Work independently and perform all related duties as requested and required. QUALIFICATIONS REQUIRED AT HIRE (List knowledges, skills, abilities) 1. General knowledge of the mission, laws, rules, and regulations governing the SORB. 2. Knowledge of the rights and services available to victims under the Victim Bill of Rights and the CORI law. 3. Knowledge of impact of sex offenses on victims and potential victims. 4. Knowledge relative to provision of direct service and support to victims of crime, preferentially victims of sexual assault. 5. Ability to deal tactfully and professionally with victim survivors under difficult circumstances. 6. Must be able to exercise discretion in handling sensitive and confidential information. 7. Administrative and executive support skills. 8. Must be highly organized, detail-oriented, and have excellent oral and written communication skills. * * First consideration will be given to those applicants that apply within the first 14 days. * * MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below. Substitutions: I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.* II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.* III.
