Please call 617-742-8575 with any questions. * *Title:Fleet Manager- Facilities Pay Grade:Management Starting Pay: *$91,356.20-134,792.32/Yr. *Departmental Mission Statement:The Facilities Management and Capital Planning Department provides for the management and maintenance of 60 state-owned courthouses located in ten counties of the Commonwealth and coordinate with county governments and landlords on 40 leased buildings. The staff also oversees major new construction projects and renovations. The Department is committed to administering effective property management, and for ensuring the delivery of quality services necessary for the efficient and reliable operation of all of the facilities which it maintains. Facilities Management & Capital Planning Department Organizational Department Notes: This position is designated as management position and is covered by the Trial Court Personnel Policies and Procedures Manual. * *Starting salary is based on applicant experience. * *This position will have travelling. This position requires applicants to submit a cover letter and resume. In this position you will be managing 250-300 fleet vehicles Position Summary: Working within the Facilities Management & Capital Planning Department (FMCP) the Fleet Manager ensures that all state vehicles owned by the Trial Court are safe, reliable, and meet all operational requirements. The FMCP Department s seeks a dynamic data driven and policy-oriented leader experienced in pursuing leading edge ideas, technologies, and business processes to oversee the support and oversight of the Trial Court’s fleet of assets. Coordinates equipment and personnel assignments to provide services (e.g., vehicle mechanical inspections, mechanical repairs, administrative services, technical expertise, etc.). Oversees and approves administrative processing of paperwork required in the acquisition or disposal of equipment (e.g., title, registration, license, etc.). Supervision Received: *Receives assignments and supervision from the Director of Facilities Management & Capital Planning or their designee, performing duties that advance Facilities Management organizational priorities, in accordance with all established best practices. *Duties: • Lead, develop, and provide guidance to a team of individuals on-site and remotely in the execution of OSD goals and objectives related to the State fleet. • Advance the Trial Courts goals of efficient and cost-effective use of State vehicles and equipment. • Lead the development or modification of fleet policies, procedures, processes, and the use of technological platforms in the oversight of assets. • Have a thorough knowledge and understanding of vehicle operations, Manufacturers Preventive and Routine maintenance. • Research, monitor, and where applicable, institute industry best practices related to fleet management. • Oversee the entire lifecycle of vehicles and equipment, including but not limited to, acquisition, registration, operation, maintenance, fueling, and disposal. • Oversee the maintenance, repair, accident, and claims subrogation process. • Collaborate with stakeholders to promote Alternative Fuel Vehicle (AFV) acquisitions in accordance with E.O. 594. • Oversee the redeployment, removal, or replacement of State assets that are underutilized or have exceeded their useful lifecycle to maximize efficiency and cost effectiveness. • Review vehicle inspection forms and conduct physical inspections of all the regions vehicles one time per month or more frequent if the vehicle has unreported damage or excessive maintenance needs. • Reviews charges for equipment repairs according to the terms of new and extended service warranties, to receive full benefit of the warranties and reduce costs to the division. • Audits contract repair services by visually inspecting vendors' facilities and records to ensure high quality repairs and accurate billing of costs. • Responds to inquiries and complaints from service users to provide information, maintain good customer relations and improve shop performance. • Oversees the vehicle emissions to comply with federal and state mandates. • Directs short- and long-range planning for fleet operations and acquisitions, customer service, and fiscal issues. • Directs the development and implementation of a Fleet Information System. • Develops a vehicle replacement schedule and advocates for the funding of the schedule due to cost efficiencies based on operational data. • Determine fleet management best practices and implement as necessary. • Performs other related duties as required. Minimum Requirements: These are the minimum requirements necessary to apply for the position of Fleet Manager • An Associate degree and Five (5) years of relevant professional experience supporting vehicle fleet management and operations; or an equivalent combination of education and vehicle management operations experience; Knowledge, Skills, & Abilities: • Leader of individuals and teams • Data driven, analytical, and technologically savvy. • Organized and detail oriented. • Effective communicator with both internal and external stakeholders • Comfortable enforcing policy compliance and providing support to end users. • Effective problem solver and decision maker • Knowledge of Microsoft Excel, Word, and Outlook. • Ability to learn new computer software. • Ability to problem solve and respond to shifting demands. • Willingness to travel independently for job related purposes. • Ability to review and analyze reports and other data to evaluate trends and make recommendations. • Knowledge of the state accounting system, MMARS.
