State of Massachusetts HSN Senior Project Manager in Quincy, Massachusetts

*About the Organization:* The Massachusetts Executive Office of Health and Human Services (EOHHS) is the largest secretariat in MA state government, comprised of 16 agencies with over 23,000 employees statewide. The Health Safety Net Office (HSN) administers a fund that pays Massachusetts acute hospitals and community health centers for care provided to low income uninsured and underinsured Massachusetts residents. *About the Role:* The MassHealth Information Technology (IT) Office seeks a highly motivated IT Senior Project Manager (PM) to join the Health Safety Net (HSN) IT team in leading the management, development, and ongoing maintenance/enhancement of the Health Safety Net systems. The PM must possess effective leadership, scoping, business analysis, planning, collaboration, facilitation, status tracking, and reporting skills. The PM must have direct experience in managing and implementing business applications and transitioning projects to operations, such experience should be in both the areas of software development and commercial off the shelf (COTS) products. The IT HSN Senior Project Manager will serve as the liaison between IT, the HSN team, IT solutions, and solution vendors to proactively identify, develop, and drive short-term and long-term application and operational strategies and HSN systems. The PM will be responsible for managing and supporting expectations of the business stakeholders, serve as a technical expert, and as subject matter expert for HSN applications and solutions. The HSN PM ensures proper project governance, project monitoring, tracking and resolving of project problems and issues, implementing corrective actions, status reporting, and ensuring the quality delivery of all products, services and/or results through the strict adherence to all ITD, EOHHS, PMO, Security, Quality Assurance, Change Management, and Release Management policies and practices. This position plays an important role in ensuring that the HSN systems provide HSN payments for care provided, and that HSN patients are able to access services. This is an exciting opportunity to join a highly skilled team and contribute to a critical and highly visible project within the Executive Office of Health and Human Services. *Responsibilities:* * Implement effective and timely communications for HSN projects and system schedules, scope, priorities, risks, including proper escalation and stakeholder updates, vendor oversight including monitoring and reporting out on service level agreements (SLA’s). * Maintain professional relationships with IT and business leadership, with internal & external project teams, with other ITD & EOHHS organization service units, vendors, and with the end users. * Develop detailed project plans, work breakdown structures, and project checklists to meet, identify, and manage system and operational risks and implement planned mitigation and escalation strategies. * Establish time frames, funding limitations, and staffing availability that will effectively monitor Health Safety Net IT operations. * Manage business application implementations, upgrades, migration activities, business requirements, milestones and deadlines, monitoring project budgets, resource utilization, procurements, costs, payments, and vendor contract management. * Collaborate with agency business leaders to develop and maintain ongoing release schedules. * Ensure any Master Agreements (MA), Requests for Responses (RFx), and procurements meet EOHHS and the Commonwealth of Massachusetts guidelines. * Work closely with the business and information technology’s (IT) leadership. * Coordinate and work closely with the IT HSN Senior Business Analyst. * Participate in continuous improvement activities and document supporting policies, processes, and procedures. * Understand the EOHHS application landscape and ACIO current priorities. * Ensure adherence and compliance to all ITD, EOHHS, Security, and HSN department policies, guidelines, and objectives. *Preferred Knowledge, Skills & Experience:* * Bachelor’s Degree in computer science, Information Systems, Business Administration or other related field, or equivalent work experience. * Extensive hands-on experience in IT project management, as a project manager, with full accountability and financial responsibility (professional certification preferred). * 7 years of experience working in an IT Project Manager, IT Management, or other related experience in an IT healthcare environment * 5 years of business/systems analysis and data analysis related experience within IT system development project(s). * Proven expertise in oral and written communication and presentation skills. The project manager must be capable of communicating and presenting at the executive, program, and operational levels appropriately. * Proven ability to develop and maintain effective relationships and collaborate with management, end users, project team members, vendors and across diverse business groups. * Demonstrated ability to conduct detailed planning, perform risk assessments, and successfully mitigate project risks. * Demonstrated understanding and knowledge of software development life cycle (SDLC). * Broad knowledge of business analysis techniques for creating requirements and certifying software acceptance. * Broad technical knowledge and experience supporting wide range of applications, data processes and technologies (e.g., C, C , Java, .NET, OnBase/KMBS solutions, Oracle and Cloud). * Prior experience with Jira, SQL Queries, Rational Quality Manager (RQM) and ADA compliance. * Experienced in use cases and testing methodologies including functional, systems, integration, performance, and UAT. * Excellent problem-solving skills. * Proficient in using Microsoft Office, MS Project and Visio and collaboration tools. * Prior experience in healthcare or government setting and with claims processing desired. * Bachelor’s Degree in computer science, Information Systems, Business Administration or other related field, or equivalent work experience. * Extensive hands-on experience in IT project management, as a project manager, with full accountability and financial responsibility (professional certification preferred). _Total Compensation:_ As an employee of the Commonwealth of Massachusetts you are offered a great career opportunity influencing a wide-spectrum of services to the diverse populations we serve - but it's more than a paycheck.
