The Executive Office of Health and Human Services (EOHHS) is seeking to hire an IT Asset Management (ITAM) Supervisor of Financeto join the EOHHS IT Asset Management Department. The EOHHS IT Asset Management Department is responsible for the proper stewardship, monitoring, and tracking of the Secretariats IT hardware (HW) and software (SW) assets, contracts, and procurements. The department manages the full HW & SW asset lifecycle from ticket request, to procurement, inventory, user assignment, reclamation of assets or licenses, to end of life activities of over 23,000 physical devices and accompanying software. ITAM is currently responsible for over 7 million dollars of annual software procurements and renewals, said duties also includes user license and media assignments.
TheITAM Supervisor of Financewill be participating in all functions of the IT Asset Management process including: fulfilling asset ticket requests, procurements, product bidding, renewing contracts, vendor management of both hardware and software assets purchases; but not limited to customer service, client & vendor negotiations, ordering, receiving, stock maintenance, asset assignment, inventory control activities. Other duties may include the management of asset image/media management, asset preparation, asset retention, asset reclamation, asset retirement or decommissioning, asset refurbishment, asset lease return, software and license management/metering/reclamation, vendor and contract reviews, and reporting on all aspects of the hardware and software asset statuses as directed by the EOHHS IT Operations Leadership.
The primary work location for this role will be at 100 Hancock Street Quincy, Massachusetts 02171. The work schedule for this position is *Monday thru Friday, 9:00AM to 5:00PM. *Intermittent travel to various state sites across the Commonwealth is required.
Maintain a professional relationship with all Business (Agencies\Programs) and IT leadership, with internal & external project teams, with other EOHSS organizational service units, and end users.
In Accordance with all HR and Union Bargaining Agreements is responsible for the proper Supervision and development of the assigned EOHHS IT Asset Management staff and the departments continuous improvement.
Adhere to internal project management standards; ensuring issues are identified, managed, and escalated and ensure the timely reporting to team members/PM/Managers and Supervisor of current efforts and task statuses.
Analyze current business and IT operational trends (Software, Hardware, Subscription, Leases, OSD Surplus), review past and current acquisition/procurement spending and collaborate on helping agency support there staffing trends.
Represent EHS IT interest in vendor contract negotiations, maintenance renewals, and ongoing vendor relationship management.
Exercise responsibility over assigned work and maintain acceptable levels of service performance in resolving issues, data collection, recording, reporting, and in maintaining controls over IT Assets including hardware, software, subscriptions, leases, and IT Asset inventory by location or vendor.
Collaborate with the Regional Office Managers and IT Site Managers to resolve open issues on a timely basis and update status and maintenance of the IT Asset Ledgers and service management ticketing system.
Maintain financial control over all EHS computer hardware and software license, maintenance agreements, lease contracts. Maintain accurate Asset ledgers recording encumbrance, serial number, model number, locations, and other attribute as required.
Regularly work with business stakeholders, support teams, project management, external vendors, and developers in the promotion of EOHHS and EOTSS standards and guidelines.
Prepare fiscal documentation and procedures for the acquisition and disposition of fixed assets
Main all procurement activities, monitor negotiation and the awarding of vendor contracts; ensuring they were conducted in accordance with the Commonwealth of Massachusetts and EOHHS Legal and purchasing guidelines.
Preferred Knowledge, Skills & Abilities:
5 years of demonstrated experience in IT asset (software and hardware), vendor and procurement/contract management.
5 years demonstrated progressive experience in developing, documenting, enhancing and supporting departmental applications in a networked, multi-vendor diverse-platform environment.
Knowledge of the Commonwealths Procurement standards and procedures, those governing the competitive purchase processes for supplies, materials and equipment.
Strong understanding and hands-on experience with using the Commonwealth’s procurement record system: COMMBUYS.
Strong understanding of the Statewide Accounting System (MMARS) and the Commonwealth Information Warehouse (CIW) for use in ongoing improvements in analysis and reporting
Experience with performing independent data analysis and dashboards using tableau or other business intelligence tools to develop a point of view on forecast risks and opportunities.
Experience with building and maintaining Data Visualization Tools (PowerBI)
Advanced knowledge ands hands-on experience with Microsoft 365 Suite (Excel, Access, Word, PPT).
Proven experience in working and leading in a team environment, consults co-workers and peers, optimize quality and achieve timely resolution and assist or trains team members as needed in performance of their job duties.
Strong oral and written communication skills with the ability to communicate at all levels of the organization.
Highly analytical, with the ability to independently analyze, document findings and recommend solutions
Solid interpersonal skills with ability to work well with people at all levels of information technology expertise and comfort in varied organizational relationships.
Education and Certifications:
Bachelor’s Degree in accounting, finance, or business administration, or equivalent work experience.
Certification in AMA-Inventory Management, AMA-Operations Management, CHAMP, ITIL, PMP or other Management practice certification looked on favorably
Advance contract law and/or accounting education or certification a plus.
