State of Massachusetts Curriculum Division Manager in Randolph, Massachusetts

The Municipal Police Training Committee (MPTC) is a state agency within the Executive Office of Public Safety and Security (EOPSS).The MPTC’s mandate and mission is to set the police training standards for all law enforcement officers certified by the Massachusetts Peace Officer Standards and Training Commission (“POST”), and to develop, deliver, and maintain a record of that training for over 23,000 police officers (municipal, MBTA, environmental, campus, hospitals), deputy sheriffs, harbormasters, constables, and other statutorily defined personnel who perform police duties and functions in the Commonwealth. These responsibilities are to be carried out in a way that ensures high quality, standardized, community-oriented training. The MPTC’s training programs include a comprehensive, 800-hour basic recruit training program for new police officers, statutorily required annual in-service training programs, and specialized training programs. The MPTC’s academies work closely with the local municipal police departments in their respective regions and are responsive to regional training needs and requirements. The MPTC operates 6 regional academies and oversees 10 authorized academies across the Commonwealth. The Curriculum Division Manager will be responsible for the oversight of the Curriculum Division which includes managing the development, production, presentation and alignment of the Recruit Officer, In-Service Training and Specialized Training curriculum as well as the Curriculum Division Staff. Duties and Responsibilities: 1. Supervises Curriculum Specialist(s) 2. Oversees and participates in the updating and development of recruit curriculum and other instructional materials. 3. Oversees and participates in the development of in-service training curriculum, both in-person and online content and other instructional materials. 4. Oversees and participates in the updating and development of specialized training curriculum and other instructional materials. 5. Oversees and participates in curriculum pilot programs and instructor curriculum update programs. 6. Collaborates with the training team on curriculum and instructional needs for training across the agency. 7. Collaborate with the Data Systems Division for updating and developing online training. 8. Assures alignment of recruit, in-service and specialized training. 9. Assist in identifying ongoing training needs. 10. Additional responsibilities and special projects at the direction of the Chief and/or the Deputy Chief of the Training Bureau. 11. Travel as needed depending on the operational needs of the agency. Preferred Qualifications: 1. Juris Doctorate or advanced degree in public administration or relevant field, and at least 5 years of experience in staff and project management. 2. Significant knowledge of police training in Massachusetts including impacts of recent police reform legislation. 3. Demonstrated track record of producing effective training material under tight deadlines 4. Strong analytical skills, experience tracking data, reporting, providing metrics, and developing key success measures to drive impact and problem solve. 5. Excellent oral and written communication skills. 6. Exceptional interpersonal, verbal, and written communication skills with a demonstrated ability to accomplish goals through coordinating the efforts and collaborating with a wide variety of external and internal stakeholders and the ability to effectively present to audiences of all levels and seniority.  7. Exceptional organizational skills. 8. Ability to exercise discretion in handling confidential information. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required experience. IV.
