State of Massachusetts Capital Projects and Planning Budget Analyst in Salem, Massachusetts

Overview: The capital projects and planning budget analyst is responsible for the administration and maintenance of facilities operating and capital budget, capital construction contracts, and service contracts. These duties include the development, maintenance, and coordination of routine reports and databases pertaining to the operating and capital budgets, individual capital projects, and the fiscal administration of procurement and contractual matters related thereto. The Facilities Division works closely with the Office of Budget and Planning to anticipate expenses, track expenditures, and report expenses to other government agencies. The Facilities Budget Analyst will work closely with budget and other University Departments to manage expenses, forecast budget spend rates, track capital project expenses, and agency match requirements. Using a holistic approach and vision be able to report on the financial health of the facilities division and its impact on the total university budget. The Budget Analyst reports to the AVP for Capital Planning and Facilities and supports the Office of Budget and Planning with reporting, analysis, and chart of accounts maintenance needs. Main areas of responsibilities include support for development of quarterly forecasts and annual budget submissions through the analysis of key performance indicators and assistance with various reporting packages and presentations to senior staff in the Facilities Division through monitoring budget performance, entering data into budgeting software, processing journals, and looking for ways to improve efficiencies. Ad hoc duties, including customized reports and analysis, as needed and participation in the University’s response to emergency management. Required Qualifications: * Bachelor's degree in a related field * A minimum of 5 years experience in a Budget management/Budget Analyst position which includes responsibilities for purchase and expense budgeting, grants financial management, Utility Expense management tracking, and budgeting * Experience reviewing and analyzing the applicability of budgetary and other financial expenditure data in order to draw appropriate conclusions and make recommendations * Knowledge of report preparation methods and database applications including the development and formatting of charts, graphs, tables, indices, matrices, etc. Preferred Qualifications: * Knowledge of public bidding process, state budgetary procedures and guidelines, and policies, procedures, specifications, standards and guidelines for governance * Experience working with an enterprise-level budgeting financial system such as PeopleSoft * Experience delegating assignments to students as necessary * Demonstrates sensitivity to students, faculty and staff of varying racial, ethnic, religious, gender, cultural, disability, sexual orientation and socioeconomic backgrounds Working Location: This is an on-site, in-person position in Salem, Massachusetts.
