Opportunity Overview

North Shore Community Health (NSCH) is an industry leader in exceptional delivery of community healthcare. We have an opening for a Dental Program Director. The Dental Program Director provides leadership and management of the business aspect of the Dental Department across all dental sites at NSCH’s. This position will work to ensure the strategies and business model is aligned with the overall strategic plan of NSCH in regards to fiscal responsibility, policy/procedure development, population health, and systems integration.

Leadership and management

  • Ensures compliance with federal and state laws and regulations, accrediting organization, certifying organizations and the standards of NSCH

  • Participates in dental program development, grant writing, grant review and reporting in collaboration with other NSCH departments

  • Leads in visioning and strategic planning of the dental department in collaboration with the Dental Director

  • Creates department goals and objectives including developing measurable outcomes for success

  • Develops communication plan for NSCH leadership and dental staff regarding department goals and objectives

  • Implements the strategic plan in collaboration with department leaders, managers and staff

  • Oversees and insures participation in NSCH’s performance management program for dental department including but not limited to:

  • Creates and updates job descriptions

  • Insures department supervisors and staff complete performance evaluations in timely manner

  • Collaborates with the Dental Director and the Dental Operations Manager on personnel hiring, management, training, and support.

  • Participates in the preparation of grant applications as needed to benefit the continuous growth and development dental department.

  • Serves on committees, taskforces, special project teams as needed or as assigned by NSCH Leadership (i.e. Quality Assurance/Quality Improvement, Performance Improvement, Patient Centered Medical Home, Safety, C3)

Fiscal Responsibility

  • Develops operating budget for dental department in collaboration with Dental Director, finance department and health center leadership

  • Forecasts provider patient visits based on NSCH data and CHC benchmark data

  • Forecasts operating expenses for dental department including supplies and equipment replacement/maintenance.

  • Responsible for dental department vendor management to insure optimal performance of negotiated contracts

  • Monitors revenue cycle to insure maximized reimbursement for services while insuring adherence to all state, federal and FQHC regulations

  • Insures for annual updated Federal Poverty Level Income Scales

  • Prepares annual dental department sliding fee scale for essential and non-essential services

  • Monitors accuracy and implementation of good faith estimates on all self-pay services

  • Develop, set benchmarks and monitor financial metrics including but not limited to:

  • No show rate

  • Direct Costs Per visit

  • Charges per encounter

  • Payer mix (per site)

Policy and Procedure Development

• Develops, implements and ensures compliance with NSCH and dental department policies and procedures

• Formulates and recommends policies related to dental staff, quality assessment, and dental education to NSCH leadership

• Ensures compliance to emergency and safety procedures including organizing mock codes and fire drills

Population Health and Quality

  • Monitors dental quality metrics in relation to industry benchmarks including but not limited to:

  • Case Completion Rate

  • Caries at Recall

  • Risk assessment of all Dental Patients

  • Sealants 6-9 years and 10-14 years (UDS/HRSA measure)

  • Topical Fluoride Treatment

  • Self-Management Goal Setting

  • Types of Services provided

  • Percent of patients presenting as Emergencies

  • Develops Continuous Quality Improvement Program based on clinical data and quality metrics

  • Collaborates with the Director of Quality on developing and implementing specific dental quality improvement projects

  • Works with the Dental Director to ensure periodic chart audits; reviews quality metrics

  • Develops patient engagement strategies including regular patient satisfaction surveys

Systems integration

  • Creates workflows in Electronic Dental Record that support cross departmental communication and collaboration with medical, behavioral health, dental and school-based departments

  • Creates and monitors standard supply management system for all dental sites

  • Monitors patient schedule for trends in access and capacity to make recommendations for wait lists, expanded hours, increased staffing

  • Collaborates with medical directors to develop and implement integrated medical/behavioral and dental health strategies for NSCH patients

Other duties as assigned

Requirements

  • A minimum of five years’ experience in dental practice administration

  • Ability to collaborate across different practice areas, organizational levels, etc.

  • Ability evaluate data to make data-driven decisions

  • Demonstrated experience in continuous improvement practices.

  • A minimum of three years of leadership in personnel management, and dental operations

  • Community Health Center experience preferred

  • Experience with Electronic Dental Records

  • Demonstrated ability to work in a culturally-diverse environment

  • Demonstrated excellent communication, interpersonal, and customer service skills

  • Ability to travel to other NSCH sites for meetings and as needed is required.

  • Some evening and weekend hours may be required.
