City of Springfield Clinical Health Manager in Springfield, Massachusetts

Position Purpose/Summary Responsible for developing, coordinating and implementing an integrated, culturally competent primary and preventive health care, behavioral health, and support services program for persons experiencing homelessness and medically underserved in the Health Center\'s service area. Coordinates the Health Center\'s operations related to patient care, staff development and training, program data collection and billing, and manages contracts with community partner. Work is performed under the supervision of the Commissioner of Health and Human Services. No supervision is exercised over other employees. Essential Functions Motivates staff to deliver measurable, accountable, cost effective results that further the mission of the Health Center. Provides leadership on the Health Center\'s Executive Committee that is responsible for strategic planning, setting Health Center goals and direction, and drafting policies and procedures. Chairs the Health Center\'s Operations Committee. Responsible for arranging and scheduling a broad range of in-service training for Health Center staff. Maintains records and prepares reports analyzing and evaluating Health Center activities. Monitors contract and program space arrangements with community partners. Provides updates at the monthly meetings of the Health Center\'s governing board, the Springfield Public Health Council, on the Health Center\'s program activities. Collaborates with other city departments, public schools, and community-based organizations working with the Springfield Department of Health and Human Services to combat health disparities. Interfaces with regulatory bodies including HRSA/BPHC and MADPH. Participates in staff meetings to discuss specific patient problems and changes in policies and procedures. Assists in planning and evaluating clinic programs, policies and procedures. Orients new professional clinic staff and carries out health education and prevention programs. Performs related work as required. Knowledge, Skills, and Abilities Knowledge of core principles and practices of effective community health center/FQHC operations and administrative management. Ability to effectively manage and supervise a multi-disciplinary team. Ability to communicate effectively both orally and in writing. Experience in providing culturally competent services. Computer skills and electronic medical records capabilities Thorough knowledge of nursing theories, principles, practices and techniques. Knowledge of clinical assessment, treatment and follow-up care of health problems. Ability to provide clinical supervision of Public Health Nurse Practitioners and other subordinate health care personnel. Ability to assist in planning and evaluating clinic programs, policies and procedures. Ability to establish and maintain good relationships with others. Ability to maintain records and prepare reports. Education and Experience Registered Nurse or Master\'s degree in public health or other advanced health related field. Minimum of five years of management or administrative experience working in a public or private healthcare.
