State of Massachusetts Environmental Analyst III in Springfield, Massachusetts

The Massachusetts Department of Environmental Protection (MassDEP) is the state agency responsible for ensuring clean air and water, the safe management of toxics and hazards, the recycling of solid and hazardous wastes, the timely cleanup of hazardous waste sites and spills, the preservation of wetlands and coastal resources and commits to address Environmental Justice and equity for all people of the Commonwealth. MassDEP seeks applicants for the position of Environmental Analyst III (EA III). The position is assigned to the Western Regional Office (WERO) Bureau of Waste Site Cleanup, located in Springfield, Massachusetts. Duty Statement: Under the direct supervision of the Deputy Regional Director (DRD) for the Bureau of Waste Site Cleanup (BWSC) and the Section Chief for the Risk Reduction/Site Discovery and Brownfields Section, the EA III will primarily focus on addressing risk reduction/site discovery, site management, and Brownfield redevelopment efforts in the region. Duties may include: * Conduct review of LSP submittals * Recommend enforcement actions and compliance activities related to oversight of activities under Chapter 21E and the Massachusetts Contingency Plan (MCP). * Coordinate risk reduction and site discovery activities for sites of emergent contaminants * Work as part of an inter-disciplinary groups of analysts and engineers in conducting site discovery and other site management activities * Work on complex disposal site assessment and cleanup projects, as well as Brownfields sites. * Provide support on compliance and enforcement matters of WERO BWSC cases. * Participate in outreach/information activities for LSPs, PRPs, and members of the public. * Provide technical assistance on risk reduction, site discovery, and Brownfields redevelopment * Assist with regional disaster response preparedness efforts. * Support the development and maintenance of existing BWSC Brownfields and disaster preparedness databases. * Support the development and maintenance of existing BWSC Brownfields and site discovery databases. * Oversee the DEP funded response actions conducted by the contractors to ensure compliance with the MCP and other applicable laws and regulations. Preferred Work Experience: * Knowledge of the statues, regulations and policies applicable to sites being addressed under the provisions of MGL Chapter 21E and 310 CMR 40.0000, Massachusetts Contingency Plan (the MCP); * Significant professional experience in project management for the assessment and remediation of sites that have had releases of oil and/or hazardous materials. * Significant experience in tracing sources of contamination * Knowledge of emergent contaminants * Knowledge of MassDEP’s Brownfields Program. * Knowledge of MassDEP’s enforcement process. * Considerable experience in efficiently reviewing and evaluating complex hydrogeologic reports, plans for assessment activities, risk characterizations, remedial designs, and fate and transport for oil and hazardous materials at sites. * Demonstrated experience with risk communication * Demonstrated experience with data and site analysis, project management, site discovery, fate and transport and project management * Experience in communicating effectively with the regulated community, members of the public and a variety of environmental professionals. * Ability to express ideas and technical concepts clearly and concisely. * Excellent writing and editing skills. * Familiarity with computer and database use and management. * Familiarity with field work including conducting site inspections, sampling of environmental media, evaluation of laboratory analysis and technical report writing. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below. Substitutions: I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology,. natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.* II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of two years of the required (A) experience.* III. A Graduate degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience. Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. *Executive Order #595:As a condition of employment, successful applicants will be required to have received COVID-19 vaccination or an approved exemption as of their start date.
