What you need to know:

The American Red Cross is looking for a full-time Program Officer for US Government (USG) Programs, Operations, and Engagement to support the American Red Cross’ USG funding and engagement strategy and effectiveness. Core responsibilities will include:

1) Ensuring transparent and predictable guidance to Service to Armed Forces (SAF’s) USG funding strategy and processes;

2) Developing effective approaches to engaging with USG partners across the organization;

3) Supporting SAF’s engagement on USG policy and advocacy initiatives and priorities;

4) Strengthening SAF’s awareness, capacity, and confidence on engaging with USG partners and increasing competitiveness on USG funding opportunities.

This position will report to the Director of Business Operations for Service to the Armed Forces but will work collaboratively and cross-functionally with stakeholders throughout the organization both in headquarters and field offices.

The work location for this exciting opportunity is virtual. The selected candidate will work 100% remotely from home and can be located anywhere in the United States. The position will require travel 1-2 times/yr.

Where your career is a force for good:

US Government Funding (Strategy/Tools)

  • Identify and disseminate information related to new USG priorities and funding opportunities in key SAF program areas;

  • Collaborate across SAF teams to review effectiveness and efficiency of proposal design and development processes, revising and updating on semi-annual basis (as necessary);

  • Address gaps in existing SAF tools and resources supporting USG proposal development and grant reporting;

  • Maintain/revise SAF USG tools and resources (such as guidance, templates, annex libraries, etc) to ensure all are kept relevant and up to date;

  • Work with SAF teams to crosswalk proposal processes and ensure synchronization across teams and tools;

  • Maintain SAF USG funding portfolio tracker, including active awards and applications in development;

  • If necessary, travel to program locations to support teams in the development of specific USG funding applications;

US Government Engagement

  • Support the development of USG engagement guidance and tools, such as engagement tips, one-pagers/fact-sheets, etc to support SAF teams to effectively engage with USG counterparts at various levels;

  • Lead logistics/planning of in-person meetings between SAF regional/NHQ staff and appropriate USG staff when SAF field staff are in DC for business meetings;

  • Track quantity/quality of SAF teams’ engagement with USG counterparts;

  • Identify opportunities for engagement with USG in strategic/program areas, and promote SAF participation in relevant USG events, fora, and bilateral meetings;

  • Represent SAF as necessary in USG meetings and events;

  • Maintain up to date contact list for relevant USG offices and personnel;

USG Policy and Advocacy

  • Coordinate with country and technical teams to prepare draft briefing materials for high level engagement meetings with USG representatives;

  • Represent SAF in InterAction and/or other humanitarian events and meetings;

  • Support ARC Government Relations team in mapping key USG representatives (Congressional or Agency/Committee) relevant to SAF priorities and strategy;

  • Work with SAF regional and technical teams to determine internal advocacy priority issues;

USG Capacity and Learning

  • Support the development of on-boarding learning tutorials for new staff as an introduction to SAF USG funding and engagement portfolio and processes;

  • Develop USG process learning modules, including on the proposal development, USG proposal guidelines, and USG engagement;

  • Provide logistics support, coordination, and learning resources to SAF USG internal resources teams, such as unit focal points for USG communications and team of trained surge proposal process managers;

  • Work with HR and unit managers to update and process JD modifications for moving USG responsibilities into existing position job descriptions across the department

Compensation: The salary range for this position is $72,800 - 95,000 .

This job will be posted for a minimum of five business days and extended if the applicant pool needs to be expanded. We do not offer an annual bonus for this role.

Note that American Red Cross salaries are aligned to the specific geographic location in which the work is primarily performed. Other factors that may be used to determine your actual salary may include your specific skills, how many years of experience you have and comparison to other employees already in this role.

What you need to succeed:

  • Bachelor's degree required.

  • Minimum 7 years of related experience or equivalent combination of education and related experience required.

  • Ability to work independently, with limited supervision;

  • Possess positive, solution-oriented attitude;

  • Previous experience with international nonprofit organizations preferred;

  • Strong interpersonal relations and communication skills;

  • Exceptional verbal, writing and proofreading skills;

  • Experience in designing and delivering training modules/materials;

  • Experience working with diverse stakeholders with competing priorities in matrixed management structure;

  • Experience in process improvement or process development;

  • Experience in organizational problem solving and operational planning;

  • Experience in USG proposal development and project management;

  • Knowledge of USG rules and regulations as well as proposal submission requirements;

  • Familiarity of USG online platforms for proposal and report submissions;

  • Ability to produce quality deliverables under time-constrained deadlines;

  • Strong data management skills and experience using Excel and/or relational databases;

  • Ability to work long hours and/or non-traditional schedules on occasion, particularly during proposal submissions, response operations, and when coordinating with overseas teams;

  • Experience with the Red Cross network and international humanitarian work is helpful.

  • Combination of candidate’s education and general experience satisfies requirements so long as the total years equate to description’s minimum education and general experience years combined (Management experience cannot be substituted).
