State of Massachusetts Contract Specialist III in Stow, Massachusetts

The Department of Fire Services, with headquarters in Stow and regional campuses in Springfield and Bridgewater,provides firefighting training, public education, fire prevention, code enforcement, licensing, fire investigation, hazardous materials response, and emergency response. The agency is comprised of the following business areas: the Office of the State Fire Marshal (Legal, Public Information, Fire Investigation Unit, Cigarette Compliance, Information Technology, and Grants), the MA Firefighting Academy, the Hazardous Materials Response Division, the Fire Safety Division, and the Administrative Services Division (Human Resources, Fiscal, and Facilities/Capital Asset Management). The Department of Fire Services currently seeks to fill the position of Contract Specialist at the Stow headquarters. As part of the DFS Fiscal Affairs department, the Contract Specialist will supervise and support procurement and purchasing activities including, but not limited to: * Supervise and coordinate the activities of two purchasing staff; * Review and approve MMARS purchasing transactions and validate invoices prior to submission to A/P staff; * Post and manage on-line information in Commbuys, the Central Register, and the Goods & Services Bulletin, as may be required; * Serve as Fiscal Affairs staff liaison to agency procurement teams and provide solicitation and procurement compliance support for the acquisition of goods and services, construction, grants and other agreements; * Negotiate contracts, rate renewals, grants, and other agreements; * Provide guidance to agency staff on the drafting of Requests for Response (RFRs); * Review purchase orders, bids, and contract documents; * Coordinate all aspects of contract preparation and execution; * Analyze contract proposals and related documents; * Monitor execution of contracts; * Prepare documents and reports; * Confer with agency staff, vendors and potential contractors; and * Perform related work as required such as serving as the Supplier Diversity Program Coordinator and environmental purchasing initiatives. Preferred Qualifications: * Excellent oral and written communication skills. Excellent personal organization skills. General understanding of contractual terms and conditions. Experience in problem-solving. Generally a substantial number of years’ experience is necessary to attain the higher end of the salary range. Minimum Entrance Requirements: Applicants must have at least (A) three years of full-time, or equivalent part-time, professional or technical experience in business administration, management or public administration, the major duties of which included contract management or contract administration and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below. Substitutions: I. A Bachelor's degree with a major in business administration, management, public administration or law may be substituted for a maximum of one year of the required (A) experience.* II. A Graduate degree with a major in business administration, management, public administration or law may be substituted for a maximum of two years of the required (A) experience.* Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
