Town of Sunderland Town Administrator in Sunderland, Massachusetts

SUNDERLAND Town Administrator The Town of Sunderland (pop. 3,659) seeks an experienced, thoughtful, and skilled leader with strong communication and collaboration skills to serve as its next Town Administrator. A classic New England small town, Sunderland has a rich agricultural history and hometown feel and is located near UMASS Amherst and the Five-College area in the beautiful Pioneer Valley. The Administrator is the Town\'s CAO and oversees an \$11 million municipal operating budget. The Town Administrator supports and advises the Selectboard and manages day-to-day municipal operations under its purview. Candidates should have strong competence in municipal finance and budgeting, project management, human resource administration, Massachusetts municipal law, intergovernmental and community relations. Requires an MPA and 5 years of municipal management and leadership experience or similar in a government agency, or an equivalent combination of education & experience. QUALIFICATIONS REQUIRED AT HIRE (List knowledge, skills, abilities and physical requirements) Bachelor\'s degree with four years of progressively responsible experience in an administrative and/or management position with supervisory experience in a municipal setting. Master\'s degree in public administration or related field highly desirable. Thorough knowledge of the principles and practices of municipal finance, budget management, personnel management, collective bargaining and intergovernmental relations. Comprehensive understanding of New England town meeting process, Massachusetts General Laws, Proposition 2 ?, local bylaws and ordinances. Able to communicate clearly and concisely in person, by telephone and in writing. Ability to negotiate contracts, agreements and appropriate working arrangements and achieve timely results under varying circumstances. Comprehensive understanding of appropriate and effective technology use in the public domain. Proficiency in computer use and applications management. Ability to develop effective working relationships with subordinates, other town departments, boards and committees, residents, local businesses, neighboring towns and area organizations. Strong organizational skills and the ability to set priorities. Requires some travel related to evening meetings as well as the ability to adjust the work schedule to accommodate periods of extreme activity. Work level may be fast paced and on occasion high pressured. Ability to maintain confidentiality related to contracts, personnel, legal issues and other Town matters when relating to citizens, co-workers, media and other professional entities LICENSE AND/OR CERTIFICATION REQUIREMENTS -Must possess valid driver\'s license or have other effective means of transportation. -Must consent to CORI examination. -Must obtain Massachusetts Public Procurement Officer certification within eighteen (18) months Starting salary to \$105,000 is commensurate with qualifications and experience.
