State of Massachusetts HR Generalist in Taunton, Massachusetts

The Human Resources Generalist is responsible for performing HR-related duties on a professional level and works closely with other members of the HR team supporting the overall Mission of the organization. This position carries out responsibilities and service as directed in the following functional areas: onboarding, benefits administration, recruitment/employment, payroll, employee relations, and labor relations.In the absence of and/or as assigned by the HR Field Manager, the Generalist assumes responsibility for the Human Resources functions and participates in special projects. _Please note:_ The incumbent of this position is designated as Confidential and as such is excluded from the NAGE Unit 6 Union. Therefore, most benefits are governed by the Commonwealth's "Red Book" and dental/vision benefits will be with the Group Insurance Commission. _Duties and Responsibilities (these duties are a general summary and not all-inclusive):_ * Acts as a liaison with Boston Central Office (BCO) Functional Units to ensure quality service delivery for Agency employees and managers, including but not limited to answering questions, directing employees to Central Office, or other appropriate entities. * Assists in the development and implementation of human resources policies and procedures. * Communicate with employees and managers about HR-related policies and procedures. * Works with BCO and HR Field Manager on program policy and implementation strategies to ensure communication about upcoming changes and implementation of any new practices, policies, and procedures. * Supports and participates in HR facilitated initiatives, programs, activities, manager training, and other HR sponsored events as directed. * Assists with onboarding of newly hired employees which may include facilitating and presenting at the New Employee Orientation, ensuring that all appropriate new hire paperwork is completed and submitted to Boston Central Office (BCO) within the required timeframes. * Participates in the oversight and/or directly supervises the Employment and Staffing unit to ensure the effective management of vacant positions and FTE and how they relate to the spending plan and budget and monitor and track the hiring process in MassCareers & compliance with Collective Bargaining Agreement and the Human Resource Division. * Participates in the recruitment process by coordinating job postings, reviewing resumes, performing phone screens, and reference checks. * Facilitates the CORI process and ensures EHS regulations are followed. * Assists the EHS Central Office Compensation Team in administering employee compensation, and supports the classification process. * Supports survey related work as it relates to accrediting bodies. * Assists in identifying and producing management reporting needs, including standard and ad hoc reports. * Collects and analyzes human resource data and makes recommendations for process improvements. * Reconciles/validates data entry to ensure data integrity and support routine reporting requests. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional or paraprofessional experience in personnel work, the major duties of which included classification, staffing, job analysis and/or job evaluation, (B) of which at least two years must have been in a professional capacity, and (C) of which at least one year must have been in a supervisory, administrative, or managerial capacity; or (D) any equivalent combination of the required experience and the substitutions below. Substitutions: I. An Associate's degree may be substituted for a maximum of one year of the required (A) experience. II. A Bachelor's degree or higher may be substituted for a maximum of two years of the required (A) experience. Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. NOTE: No substitution will be allowed for the required (B) or (C) experience.
