Raytheon is seeking a highly motivated candidate to serve as the SHORAD Portfolio Strategic Proposal and Capture (SP&C) lead, who will report to the SHORAD Sr. Director. You will be responsible for working with the SHORAD Proposal Sr. Director, SHORAD Requirements & Capabilities leads, and the SHORAD PMO to develop and execute a Strategic Domestic capture plan that supports expectations set by the SHORAD Long Range Plan (LRP). This will require identifying influential stakeholders and commercial markets and developing strategic relationships that further refines the capture roadmap. You will drive execution of the capture plan collaborate with the various Portfolio Directors and will be required to ensure capture plans are in alignment with overall program vision, goals and strategy.

As the SP&C lead for the SHORAD portfolio, you will oversee the strategic proposal process across the SHORAD organization and will work to develop a process that delivers high quality, timely proposals for all capture efforts. Additionally, you will partner with the SHORAD PMO and the Product Area Director to develop the overarching time phased plan to reach the Program of Record/DD250 deliverable standard across the TDP, manufacturing processes, and supplier TDPs and processes. You will work across the SHORAD portfolio to ensure Production readiness is sufficient for the intended current and future build plans.

Finally, in this role, you will oversee the implementation and transition of responsibility into SHORAD for the Raytheon Emirates Limited (REL) Coyote manufacturing capability. By partnering with R&C, LADS Offset office, and SHORAD PMO, you will ensure the scheduled deliverables and execution cadence meets the SHORAD portfolio's expectations, timeline and technical robustness. You will support the SHORAD Sr. Director in preparing for, conducting or attending Senior/Executive level engagements that directly support capture efforts which may include Congressional visits, Program Management Reviews, Technical Interchange meetings, Test events and other ad hoc requests from Raytheon leadership.

  • Develop and execute program strategies for domestic growth

  • Building and maintaining excellent relationships with the customer counterparts

  • Anticipate leadership and customer needs and develop execution plans to fill them

  • Ownership of the production maturity roadmap that is essential for future growth

  • Expected to support domestic and international travel as needed

    Qualifications You Must Have

  • Typically requires Bachelor’s degree and 12 years of relevant experience, OR an Advanced Degree and 10 years of relevant experience is required

  • Experience leading development, transition to production, production and/or sustainment efforts

  • Experience leading cross-functional teams to include, but not limited to, any combination of the following: Engineering, Contracts, Finance, Procurement/Supply Chain, Manufacturing/Operations, Quality Management, Logistics, Data Management (CDRL support) and/or administrative functions

  • Active and transferable U.S. government issued security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

    Qualifications We Prefer

  • Proven success creating and maintaining strong executive level relationships with suppliers, customers, government representatives, US acquisition commands and internal peers

  • Experience working with U.S. Army, Navy, Air Force and other customers on government programs (large/complex) with direct customer interfaces, both internal and external

  • Experience developing and implementing execution, coordination, and growth strategies for franchise programs

  • Experience managing direct reports and supporting career development and growth

  • Oversight and monitoring of supplier performance; develop preventive and corrective actions as necessary

The salary range for this role is 143,000 USD - 287,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.
