Position Description: The Office Manager is advanced office support work involving administrative and supervisory skills and requires the exercise of judgment and initiative based on knowledge of customary office and departmental policies and procedures. Employee is required to perform all similar or related duties. This position is listed as a Grade III ($45,116-$61,418 annually) Essential Functions: The essential functions or duties listed below are intended only as illustrations of the various type of work that may be performed. Assures that all billing, payroll, accounts payable functions are completed accurately and in a timely fashion. Responsibility for DPW operating and capital budget preparations; balance for accuracy; monitor for compliance to City rules and regulations. Assists in the procurement process-prepares bids and RFQs, attends and documents bid openings and pre-bid walk throughs Participates in all aspects of customer service issues; collects data and responds to inquiries. Explains City and Department of Public Works policies. Maintains DPW clerical databases, files and archives. Acts as confidential secretary to the Director. Records minutes of Safety Committee meetings. Offers assistance to other staff managers. Qualifications: Education and Experience: Graduate of a two year college with an Associate?s degree and one to three (1-3) years related work experience; or any equivalent combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential function of the job. Knowledge, Abilities and Skills: Knowledge of municipal government services and functions; knowledge of office software applications including QuickBooks, Microsoft Office and spreadsheet applications, and the operation of personal computer; working knowledge of bookkeeping and accounting procedures. Knowledge of utility billing. Ability to manage multiple tasks in a detailed and effective manner, ability to establish and maintain effective working relationships with co-workers; ability to maintain confidentiality as required. Proficient oral and written communications skills; proficient data processing and organization skills.
