State of Massachusetts Accounts Payable Liaison in Westborough, Massachusetts
The Department of Mental Health (DMH) is seeking an experienced accounting professional to serve as the Accounts Payable Liaison. The incumbent will work with assigned facilities, sites and/or object classes to prepare analyses of spending, reconcile vendor accounts, and prepare and process payment documents. The Liaison will also provide back-up data entry assistance for employee reimbursements as needed. Detailed Duties and Responsibilities (these are a general summary and not all inclusive): * Prepares and processes all expenditure transactions using the Massachusetts accounting system (MMARS), ensuring that all transactions are processed in accordance with the regulations, policies and procedures established by the Office of the Comptroller, as well as the Department of Mental Health. * Reconciles financial records and transactions with appropriate vendor statements to verify accuracy of disbursements and to assist in the oversight of fund balances. Corresponds with the vendor community in order to resolve any discrepancies. * Prepares necessary reports and analyses for projecting and monitoring expenditure activity related to the budgetary objectives and parameters established in the respective spending plans. * Reviews employee reimbursements data entry by reviewing for calculations, signatures and receipts attached as needed. * Provides technical assistance to DMH employees, vendors, contractors and the general public to ensure compliance with applicable policies and procedures governing the disbursement of funds. * Maintains file systems for all transactions, including the packaging of documents for the State Archive Center. Required Qualifications: * Ability to analyze and determine the applicability of accounting data, to draw conclusions and to make appropriate recommendations. * Capacity to read and interpret documents such as financial reports, accounts and ledgers. * General understanding and ability to explain and apply the laws, rules, regulations, policies, procedures, specifications, standards, and guidelines governing assigned unit activities. * Talent in exercising sound judgement and discretion in handling confidential information; ability to maintain accurate records. * Capability to establish rapport and maintain harmonious working relationships with others. * Ability to work independently and in a team setting. Preferred Qualifications: * Understanding of MMARS, COMMBUYS and the regulations of the Office of the State Comptroller and the Operational Services Division. * Solid verbal and written communication skills when communicating with internal and external stakeholders. * Detail-oriented, with the ability to prepare reports and analyze financial data accurately. * Proficient usage of Microsoft Office products including Excel, PowerPoint, Word, and Outlook. * Given the population served, bilingual or multilingual fluency. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) one year of full-time, or equivalent part-time, professional experience in accounting or auditing, or (B) two years of full-time, or equivalent part-time, paraprofessional experience in accounting or auditing, or (C) any equivalent combination of the required (A) experience and the substitutions below. Substitutions: I. An Associate's or higher degree with a major in accounting, business administration or business management may be substituted for the required (A) experience.* II. Successfully completed education in accounting or business administration in a recognized business school or school of accounting may be substituted for the required (A) experience on the basis of one year of such education above the high school level for six months of the required (A) experience.* Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. NOTE: No substitution will be permitted for the required (B) experience. Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines.
