NORESCO seeks a Regional Assets/Facilities Manager to work on site from NORESCO’s 40MW CHP facility at the US Navy Base, Yokosuka Japan and support operations and maintenance services throughout NORESCO projects in Japan, and Guam. This opportunity is a long term commitment (3+ years) regulated through a Carrier Corporation expat employee agreement. The position will report directly the company’s Director of Operations, Energy Infrastructure and work closely with NORESCO’s Measurement and Verification (M&V) group.
Responsibilities of this position include:
For the Yokosuka CHP Facility:
Manage plant and base activities and performance to
meet the client’s demands for electric power and thermal energy,
achieve company goals and contractual obligations and
operate the plant to comply with regulatory requirements.
Coordinate and plan plant operations activities with the Naval Facilities Far East (NAVFAC FE) base operations group.
Plan, schedule, coordinate and monitor plant maintenance activities with contracted maintenance services provider.
Develop and distribute performance and budget reports to client and corporate management.
Act as the company representative for all base related activities.
Foster positive relationships on behalf of the company with the US Navy, base support organizations, contractors, regulators and community organizations.
For the Other Regional Facilities:
Manage and oversee activities of direct report(s) to include daily, weekly and long-term assignments and tasks to meet projects’ requirements for safe, reliable operations and fulfillment of contractual obligations.
Work with facility personnel to manage lighting and water ECM components supplies
Facilitate responses to trouble calls and implement unscheduled service on NORESCO installed equipment to minimize equipment down time.
Assist NORESCO’s construction and commissioning teams with Operations and Maintenance support during the construction phase of Energy Conservation Measures (ECM’s) and work with these teams to provide a safe, reliable, transition into the service phases of the work.
Plan and coordinate scheduled maintenance on NORESCO installed equipment with contracted service providers, suppliers and customers’ facilities management teams.
Foster positive relationships on behalf of the company with the Navy’s and Air Force’s base support organizations, contractors, regulators and community organizations.
The successful candidate will possess the following qualifications:
Experienced and technically competent in the design, operation and servicing of power generation facilities, gas turbine and engine driven generation, electric power control systems, microgrid control systems, water and air cooled chillers and chilled water systems, steam system balance of plant, and small photovoltaic collectors and systems.
5+ years plant operations and maintenance experience and 2+ years as Plant or Assistant Plant Manager or Plant Engineer in a cogeneration, power generation or similar plant.
Proven and demonstrated success with the administration, implementation and management of Energy Services Contracts, OEM Long Term Services Agreements, and Contracted Services Agreements.
Degree in Mechanical, Electrical or Marine Engineering or commensurate experience.
Familiarity and proficiency in standard MS applications such and Word, Excel, Outlook, and Project and competency in managing maintenance programs, equipment histories and report through a computerized maintenance management system.
Ability to travel as required and perform the duties required to successfully execute the activities outlined herein.
Conversational Japanese fluency is a plus.
