City of Westfield Local Building Inspector in Westfield, Massachusetts

GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES: Performs inspections necessary to review compliance with zoning ordinances and related laws and regulations, when requested, also performs local building inspections. Undertakes, or assists in undertaking, necessary enforcement action. Works with public and other departments and agencies in reviewing projects to ensure compliance with zoning ordinances and other applicable laws and regulations. Position includes functions of a complex and technical nature and exercises significant independent judgment in the application, interpretation and enforcement of zoning regulations. Strong self initiative, communication and organizational skills essential in performance of this job. SUPERVISION: Reports to and is provided general overview supervision by the Superintendent of Buildings, and the appointing authority (Mayor). Performance is reviewed through conferences and administrative reports for overall compliance with City requirements and is other wise evaluated in conformity with City policy. ILLUSTRATIVE DUTIES AND RESPONSIBILITIES: Is directly responsible for enforcing zoning regulations Issues violation notices, written responses to complaints, and prepares necessary correspondence. Maintains records and files Reviews plans, applications and permits, prior to issuance, to ensure compliance and conformity with zoning ordinances and other applicable laws and regulations. Issues Zoning Permits. Promotes and maintains positive and responsive community relations Assists the public, departments, boards, council and commissions in understanding zoning ordinances and other applicable laws and regulations Assists the Zoning Board of Appeals, and shall attend Board meetings. Also assists the Planning Board and City Council relative to zoning related issues Ensure compliance and enforcement of conditions of Special Permits, Variances, Findings and Site Plan Approvals issued by the Zoning Board of Appeals, Planning Board and City Council. Attends meetings with other City employees, officials and boards Confers with Planning Department and City Solicitor on specific applications and cases, seeks clarification of legal opinions, appears in court and other administrative hearings, pursues enforcement by seeking complaints in District Court and Housing Court, and defends the City?s position. Attends workshops, seminars and other educational forums to keep informed and up-to-date on all zoning related matters. As necessary, may be assigned to inspect Buildings, or any other duties assigned to Building Inspector; especially in absence of Superintendent of Buildings. Performs other similar or related duties, as required or as situation dictates to assist in the function of the Department EDUCATION AND EXPERIENCE: Associate's Degree, Bachelor's Degree preferred, in land use, planning or related field plus three years of experience in the field required. Five years, minimum, of zoning enforcement full time work experience may be considered as substitute for education. Have valid Building Inspector certification as per regulation 780CMR 100.R7. If not certified, sign up to take test within six months of hire; have full certification within 18 months of hire. Valid motor vehicle operator's license. Thorough knowledge of zoning laws and concepts and other applicable state statutes, rules and regulations; Ability to read and interpret plans, design information, Massachusetts General Laws and regulations. Ability to read, write and speak clearly in English and to translate technical information into laymen's terms. Ability to follow departmental rules, regulations, policies, and practices in all aspects of the job. Ability to establish and maintain effective working relationships with City officials, other City employees Ability to enforce regulations firmly, tactfully and impartially.
