About This Role

Textron Systems is seeking a Sr. Program Security Manager/FSO in support of multiple Department of Defense (DoD) and Intelligence Community (IC) customers. This position will be responsible for the management and supervision of personnel and all aspects of their security program. This position will also include preparation of security plans, review/enforcement of applicable guidelines, and establishment of procedures for all areas of responsibility which includes coordination with Personnel Security staff, Information Security in coordination with the site Information Systems Security Manager, Physical/Technical Security, Classification Management, Communication Security (COMSEC), and Program Security.

Candidate will report to the Vice President of Security, Textron Systems and be a strategic leader on the Security Management team, assisting with driving the direction of the security culture.This position will be in Wilmington, MA and have oversight of Waterboro, ME.

Key duties and/or responsibilities:

  • Leads and directs a team of experienced Security professionals to include CSSOs, ACSSOs, Security Staff, and Program Security Personnel.

  • Leads, directs and reviews the work of direct report(s) who exercise latitude and independence in their assignments.

  • Provide performance expectations/reviews, facilitate goal setting and merit discussions with personnel.

  • Train/equip/mentor/develop CSSOs, ACSSOs, Program Security Representatives, and Security Staff.

  • Recruit and staff security positions as required.

  • Day-to-day management and/or oversight of security operations and contract team members throughout the portfolio.

  • Partner with all areas of the business including, but not limited to: Operations, Proposals, Contracts and Facilities.

  • Interface with and build relationships with key customers.

  • Provide strategic planning in partnership with management for current/changing program/facility requirements.

  • Coordinates with Program Manager’s in the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contracts.

  • Responsible for the cost, schedule performance of assigned programs as they relate to the Security Department.

  • The candidate will need experience with contracts, subcontractors, be able to lead proposals for new and upcoming work.

  • Establishes short-term operational plans with measurable contribution to function or business area results.

  • Investigate security incidents and violations; prepare reports of investigations for the corporation and customers, making specific recommendations for corrective and preventive actions.

  • Prepare Security Operating Procedures (SOPs) outlining customer guidelines and establishing procedures for the handling, storing, and transportation of program assets.

  • Manage document control and program asset management and accountability.

  • Process visit authorizations, personnel access request.

  • Prepare co-use/joint use agreements between internal and external customers.

  • Experience with DD-254s.

  • Experience with AA&E.

  • Ability to communicate with leadership regarding matters of importance to the function or business area.

Qualifications

Minimum Qualifications:

  • Must currently have and be able to maintain a Top-Secret clearance.

  • Bachelor’s Degree with a minimum of 7 years of prior related experience.

  • Knowledge of how to initiate, maintain and terminate personnel security clearances in government databases, such as the Defense Counterintelligence and Security Agency’s Defense Information Security System (DISS) Joint Verification System (JVS) and in other Intelligence Community (IC) databases.

  • Knowledge of how to manage all aspects of Special Access Program and Department of Defense (DoD) cleared facilities in accordance with Intelligence Community Directives (ICDs), National Industrial Security Program Operating Manual (NISPOM – 32 CFR Part 117) and other IC/DoD guidelines to maintain accreditation and Facility Clearance (FCL).

  • Management and leadership knowledge in job area and comprehensive knowledge within professional discipline.

  • Experience utilizing DoD and other government databases.

  • FSO and ITPSO certifications.

  • Travel is required to other Business Units within Textron, less than 25%.

Preferred Skills:

  • Demonstrated knowledge of National Industrial Security Operating Manual (NISPOM – 32 CFR Part 117), Executive Orders, Intelligence Community Directives (ICDs).

  • Strong interpersonal skills/briefing skills; communicate with senior level internal and external personnel on significant matters often requiring coordination between organizations and independent decision making with minimal direct supervision while representing the security organization.

  • Attention to detail and strong organizational skill are critical to the success of this position.

  • Self-driven and results-oriented individual capable of effectively working multiple tasks concurrently in a dynamic, fast-paced environment.

  • Ability to articulate and present intelligent, decisive and risk-managed security recommendations and decisions daily.
