Division Overview The mission of DOR’s Child Support Services Division is to enhance the well-being of children by partnering with parents and caregivers to meet the financial needs of the family. Effective child support services are an essential part of the larger effort by the Commonwealth and the federal government to promote families’ economic self-sufficiency. DOR/CSS’s core functions are to establish parentage, and establish, enforce and modify child support and health insurance orders. Much of our success depends on collaborations with a wide variety of state agencies and private entities. * * Regional Director/CSS Northern Regional Office* * The Massachusetts Department of Revenue Child Support Services Division (CSS) is seeking a Regional Director for its Northern Region located in Woburn, Massachusetts. The Regional Director is a member of the CSS senior management team and participates in strategic planning and policy development. The Regional Director’s assignments include solidifying the regional management infrastructure, systematizing workflow, fostering cooperation between office teams, and empowering front line workers. The Regional Director is also responsible for building and maintaining a collaborative work environment with staff in other regions, the CSS headquarters office, the Customer Service Bureau, and partner agencies/organizations in order to meet goals and to provide service to customers. There are approximately 65 staff assigned to the Woburn office, including managers, case workers, supervisors and attorneys. The region provides services to about 46,000 families and collaborates with the Probate and Family Court to establish paternity, and establish, enforce, and modify child support and health insurance orders. Additionally, the Regional Director has statewide management oversight for one or more child support business processes with staff who report to the Regional Director, but who may be physically located in CSS offices around the Commonwealth. Depending on the business process(es) and workflows, the staff work with CSS customers to resolve issues, explain the laws, regulations, and policies that govern the child support program, and take the actions necessary for parents to be able to comply with the terms of the support obligation. * * Duties * Oversee the delivery of child support services. Ensure that performance goals are met by implementing an effective workflow model in order to increase productivity. * Develop business plans and strategies to carry out the mission of the CSS program and meet state and federal performance goals. * Participate in evaluating the organizational structure and business processes associated with the CSS web-based case management system (COMETS HD). * Serve as model for leadership. * Empower staff to work at full performance levels. Develop and implement professional development plans and corrective action plans for individual staff as part of the performance evaluation system. * Develop partnerships with other state agencies and resources in the local communities to promote the mission of CSS. This position will work remotely some days and in-person on other days./ MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience. IV.
