State of Massachusetts Program Coordinator III in Woburn, Massachusetts

Program Coordinator III - Woburn Under the direction of the Deputy Regional Director for Operations or his/her designee, the Program Coordinator III performs crucial support for MassDEP NERO’s Communications and Outreach Programs, with a specific emphasis on Environmental Justice (EJ) issues. The Program Coordinator III will provide support to MassDEP and external stakeholders that will include promoting DEP’s themes and core priorities to the regulated community and will work to coordinate DEI environmental outreach and training, case inquiries, publications, statistical tracking programs, and helping to identify areas of critical concern to the agency and regulated community. The position will also include support to the public for interfacing with MassDEP’s regulations and information resources, including informative web applications, available reports and services, and MassDEP’s external Web site and GIS programs. The Program Coordinator III will also work to improve outreach activities, help coordinate pre-application and pre-permitting meetings and help identify areas of critical concern to Diversity, Equity and Inclusion initiatives. DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES 1. Work closely with Regional Staff and the Office of Environmental Justice (EJ) to help coordinate on EJ policy issues related to Diversity, Equity and inclusion. 2. Serve as Diversity Representative for Department hiring packages. 3. Communicate internally with program staff to develop, maintain, and provide support for outreach programs for citizens, elected officials, environmental groups, and the regulated community. 4. Coordinate DEI efforts internally with program staff to develop, maintain and provide support for outreach programs for citizens, elected officials, environmental groups, and the regulated community. 5. Assist with Public Records Requests related to Diversity, Equity and Inclusion. 6. Work with Deputy Regional Director with EJ regional program development and goals, as well as external outreach. 7. Assist Deputy Regional Director with operational needs as needed. 8. Coordinate regional information resources as needed related to translation services and diversity. 9. Serve as a point of contact for Environmental Justice telephone calls, walk-ins, and other information requests by external groups and answer general questions and provide general information to such inquiries. 10. Provide support to regional and departmental staff for hearings, meetings, and events. 11. Perform other duties as assigned. QUALIFICATIONS REQUIRED AT HIRE (List knowledges, skills, abilities) 1. Knowledge of Environmental Justice principles, statutes, regulations and policies at the federal and state level. 2. Experience in communicating with the public and public officials, especially focused on Diversity Equity and Inclusion. 3. Experience/working knowledge of MS Word, Excel, Access, and PowerPoint. 4. Ability to maintain accurate records. 5. Ability to write and communicate orally in a clear and concise manner, and to develop ideas in a logical sequence. 6. Ability to establish and maintain collaborative working relationships with others both internally and externally. 7. Ability to coordinate and supervise direct staff effectively. 8. Ability to work independently. 9. Ability to adapt to varying work situations. First consideration will be given to those applicants that apply within the first 14 days. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below. Substitutions: I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.* II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.* III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience. Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
