State of Massachusetts Compliance Officer II - Worcester in Worcester, Massachusetts

The Department of Mental Health (DMH) is seeking qualified professionals for the position of Compliance Officer II to promote regulatory, statutory, and contractual compliance to standards relative to Human Rights, Privacy, HIPAA, Information Security, and Record Retention. The selected candidate ensures compliance by working closely with state and contracted provider staff to ensure that all parties are aware of and adhere to the regulatory, statutory, and contractual obligations inherent in the delivery of services. The selected candidate provides technical assistance, education, and other tools to support achieving compliance to identified standards. _Please note: _ This is a full-time, 40-hour position. The schedule is 8:30 a.m. - 5:00 p.m. Monday through Friday with Saturday and Sunday off. _Duties and Responsibilities (these are a general summary and not all inclusive):_ * Ensure regulatory compliance by DMH and contracted providers with regard to critical incident reporting, 10-day fact findings, and human rights. * Administer support and ensure regulatory and statutory compliance with privacy, information security, and designated record set requirements. * Act as administrator for various databases in order to ensure archived records are managed and maintained in accord with federal and state laws. * Develop and disseminate guidance relative to privacy, HIPAA, human rights, information security, and record retention to support DMH and DMH contracted provider staff. * Supports Central MA DMH by participating in, overseeing, and supporting auditing activities. * Provides technical expertise, and operational and technical assurance to DMH and provider staff. * Furnish staff support relative to Internal Controls, Human Rights, Incident Review, Risk Management Oversight, HIPPA Privacy and Security requirements, Information security requirements, and Area Procedures. * Assists in the development of monitoring and systems to ensure regulatory Privacy and Security compliance within Federal, State law and DMH regulations. * Engage in various statewide and area wide internal and external task forces, committee and groups as appropriate. * Participate in record reviews to ensure compliance with principles of rehabilitation, person-centered planning, trauma informed approaches, and regulatory requirements. _Required Qualifications:_ * Highly organized, with ability to prioritize multiple tasks. * Excellent business writing and editing skills. * Strong facilitation skills. * Ability to provide education and support to DMH staff, contracted providers, and people receiving mental health services, both independently and collaboratively. * Commitment to supporting the delivery of person-centered, trauma-informed practices that are evidence-based and effective in promoting recovery. * Capability to communicate clearly, both orally and in writing, with diverse constituencies at all levels of the organization. * Understand, explain, and apply the laws, rules, regulations, policies, and procedures applicable to the Department. * Experience with, and commitment to, promoting inclusion, equity, and cultural humility. * Proficiency in Microsoft Office applications including Outlook, Word, and Excel. _Preferred Qualifications:_ * Experience with state mental health systems and services. * Given the population served, bilingual or multilingual fluency is preferred. _DMH Mission Statement:_ The Department of Mental Health assures and provides access to services and supports to meet the mental health needs of individuals of all ages, enabling them to live, work and participate in their communities.
