Open Sky Community Services Director of Contracts and Budgets in Worcester, Massachusetts
Description and Responsibilities
Open Sky is seeking an experienced financial professional with multi-disciplinary leadership to fulfill the Director of Contracts and Budgets position. Under the supervision of the Vice President of Finance, the Director of Contracts will have primary responsibility for all pre and post contract award administration activities and play a critical role in a growing Human Services agency.
The ideal candidate will be able to interpret regulations including policies, agreements, and award documents to determine allowable expenditures, payment provisions and financial reporting requirements. They will also have some knowledge or general understanding of Generally Accepted Accounting Principles and Uniform Financial Reporting (UFR).
Other Key Responsibilities:
Support the Draft responses to contract bids, negotiations, and proposals.
Manage the contract life-cycle (extension, close-out, or renewal of contracts) for MOU's, and sub-contracts.
Work closely with state funding partners. Manage and support State billing portals such as the EIM.
Responsible for managing documents and deadlines, staff mapping, tracking results, working with programs teams to ensure funds are fully spent appropriately, and timely submission of financial reporting to funders.
Work closely with the VP of Accounting and Financial Reporting to ensure revenues and expenses are properly documented, tracked, and reported.

Minimum 7-10 years’ experience in finance and contracts management required.
Previous experience in data and analytics required.
Experience with leading cross-departmental multi-disciplinary teams (including functions such as human resources, payroll, benefits, insurance, IT, real estate, and other related functions) required.
Knowledge of, or general understanding of Uniform Financial Reporting (UFR) and General understanding of Generally Accepted Accounting Principles (GAAP) a plus.
High School Diploma, GED or equivalent, required.
Valid Driver’s License and acceptable driving record required.
