South Middlesex Opportunity Council Respite Program Manager in Worcester, Massachusetts

SUMMARY: The Respite Program Manager-GWHC oversees the operations and case management at a 7-bed respite program for individuals experiencing homelessness who are ready to be discharged from a hospital stay or emergency department. This role will work closely with the GWHC Managing Director, Assistant Director and Triage Case Management Supervisor to provide a safe and respectful environment for clients served by the Greater Worcester Housing Connection. Assures that the Program Advocate staff are trained and supervised to welcome and engage all guests so that they receive appropriate services. Provide intensive case management services to single adults residing at the temporary Respite Program, develop Individual Service Plans with the primary goal of enhancing self-sufficiency and moving to a more stable housing outcome. Develop, implement, and monitor compliance with Respite Program policies.

PRIMARY RESPONSIBILITIES

  • Supervise and train all Program Advocates to welcome and engage all clients so that clients receive appropriate services. These services include meals, access to medical appointments, distribution of toiletries, and linens/ other donations as needed.

  • Manage on-duty staff to create a safe and respectful atmosphere within the program environment.

  • Organize the weekly schedule of Program Advocates (PA’s) working in the respite program and communicate the schedule to all staff.

  • Oversee daily operation of all areas of the Respite Program including enforcement of policies, monitoring that clients’ personal belongings fit into allocated space, and general cleanliness.

  • Regularly assess that all necessary tasks are carried out on each shift in support of effective program operations, including safety and security protocols, meals, client storage, access to belongings and general adherence to the program guidelines.

  • Maintain appropriate logs and records as required by program operating protocols.

  • Supervise the disposal of abandoned belongings and medications according to GWHC policies.

  • Access and review cameras at shelter sites when necessary.

  • Complete a daily walk through of respite program operations using site checklist and communicate maintenance requests to SMOC Facilities to ensure health and safety of buildings through timely notification of work needed at 237 Chandler St, specific to the respite area.

  • Coordinate staff meetings and monitor staff participation.

  • Provide accurate count of new clients and direct care services as requested to the GWHC Director and reporting agencies.

  • In coordination with the Managing Director and Assistant Director, oversee the operational and fiscal activities of the program/department to include staffing levels, budgets, and financial goals.

  • Complete all required paperwork and gather all information necessary to create Individual Service Plans for all respite program clients.

  • Provide case management to make referrals to supportive housing programs with care management resources and rental assistance as necessary.

  • Work with client to complete applications for financial assistance programs and other transitional funding programs.

  • Collaborate regularly with the UMASS Memorial Medical Center team of providers to ensure effective communication, resource sharing, program evaluation, and maximization of client outcomes and success.

  • Integrate with SMOC’s housing continuum of care model by participating in SMOC’s weekly housing meetings and attending any external meetings that offer permanent housing opportunities.

  • Engage all clients by understanding and addressing their needs whether within or outside the scope of work.

  • Attend & participate in engagement team meetings as requested and communicate effectively with clients and staff in other areas.

  • Maintain confidentiality of client, employee and agency information in accordance with federal and state laws and funder requirements.

  • Ensure compliance with program/department, agency and/or funder requirements, as well as SMOC policies & procedures.

  • Recruit, manage, develop and evaluate staff by providing timely mentoring, training and performance management. Complete required paperwork in accordance with company policy.

  • Respond to emergency situations during off hours.

  • Other duties as assigned.

KNOWLEDGE AND SKILL REQUIREMENTS

  • Bachelor’s degree or combination of advanced education and 2-3 years experience in the Human Services field, preferably with individuals experiencing homelessness or individuals in recovery.

  • Strong supervisory, planning, and organizational skills

  • Skill with data base management, Microsoft products and willingness to learn program specific software

  • Excellent verbal and written communication skills

  • Ability to excel independently and as part of a team

  • Ability to successfully manage relationships with external service providers and funding sources.

  • Commitment to the mission of the GWHC and its target population.

PHYSICAL REQUIREMENTS

  • Should be able to ascend and descend stairs.

ORGANIZATIONAL RELATIONSHIP

  • Directly reports to Assistant Director, GWHC

  • Indirectly reports to Managing Director, GWHC

  • Direct reports of this position are Program Advocates.

WORKING CONDITIONS

As part of the responsibilities of this position, the Respite Program Manager will have direct or incidental contact with clients served by SMOC in various programs funded or administered through the Executive Office of Health and Human Services. A successful background check is required.
