POSITION SUMMARY: Accountable for ensuring the Area’s DOT compliance programs operate compliantly. Advises Business Units on compliance with all federal, state and local transportation rules and regulations, and validates that required documentation is compliantly maintained. Implements and reinforces company policy and programs within the Area and assists Business Units with Transportation compliance. Recommends and facilitates implementation of Area programs that drive improvement in Transportation Compliance Performance.

PRINCIPLE RESPONSIBILITIES:

  • Provides oversight and creates content for Business Unit training on transportation compliance programs for supervisors, new and current employees.

  • Oversees and implements the transportation compliance audit program (PEER program) within the Area to verify compliance with regulatory obligations (Title 49 of the CFR).

  • Validates training files and driver qualification records are compliant with federal and state regulations and company programs.

  • Supports the Business Unit’s compliance with hazardous materials shipping regulations, including packaging, labeling, placarding and load securement.

  • Advises Business Units on proper preparation of paperwork including but not limited to manifests, bill of ladings, and container labels.

  • Tracks status and expiration of transportation related permits for Area Specific DOT Motor Carrier numbers and works with State regulatory agencies to renew permits and other DOT authorizations.

  • Advises Area on compliance requirements, budgeting needs, strategic planning for asset-specific permit needs, etc.

  • Completes and submits state specific reports.

  • Ensure the Drug and Alcohol Program meets DOT regulatory requirements.

  • Reports key transportation compliance performance metrics, compliance trends and Business Unit challenge areas to Area Management and Corporate Operations Support team.

  • Monitors the implementation and effectiveness of the Area’s transportation compliance program.

  • Analyzes and trends DOT and internal compliance performance metrics/data and establishes priorities for continuous improvement.

  • Verifies the effectiveness of Site Contingency Plans and assist with drills involving the transport of hazardous materials occurring within the Area.

  • Validates Transportation Compliance Programs are operating effectively (i.e. DVIR’s, Driver Logs, driver files, training documentation)

  • Supports the Area Safety Manager in the implementation of transportation accident reduction programs and procedures and investigation Transportation related incidents.

  • Investigates and leads Incident reviews on Transportation Compliance incidents and incidents

PREFERRED QUALIFICATIONS:

  • Previous experience in the environmental/hazardous waste industry.

  • Extensive knowledge of regulations specific to the transportation regulations relevant to the environmental waste industry, management principles and best practices.

  • Expert level knowledge and understanding of current transportation practices, DOT regulations and programs.

  • Ability to exercise independent judgment and select effective course of action while controlling resources and expenditures.

  • Knowledge of Excel, Word, and PowerPoint applications is essential.

  • Effective interpersonal communication across various levels of the organization and with external customers, vendors and government agency representatives.

  • Ability to effectively manage multiple projects and meet deadlines.

  • Ability to read, analyze, and interpret business documents, professional journals, technical procedures, and governmental regulations.

MINIMUM QUALIFICATIONS:

  • 8 years’ experience in transportation, environmental science, or a related field; or an equivalent combination of education and experience required.
